ESSENTIAL JOB FUNCTIONS Assists assigned correctional staff in developing, compiling, and analyzing information related to inmate programs. Assists in developing and managing programs for inmates, including but not limited to correctional industries, education, and substance abuse. Assists with monitoring treatment and rehabilitative programs administered in-house or by local community organizations. Advises inmates of programs and resources beneficial to their occupational and/or psychological well-being. Develops inmate transition plans. Trains sponsors in security requirements, monitors security compliance, coordinates program requirements with facility, and establishes inmate participation criteria. Facilitates interagency coordination and communication on inmate programs and statistical data. Assists with policy updates, implementation, and maintaining compliance in accordance with Florida Model Jail Standards and Florida Corrections Accreditation Commission. Prepares inmate population growth projections for budgetary impact and capital development plans. Coordinates the development of recommendations to courts regarding inmates. Coordinates non-traditional inmate visits and maintains visitation schedules. Assists with the evaluation of jail programs seeking to reduce the jail population and/or recidivism. Assists with the research and pursuit of grants. Assists with commissary program. Must be able to meet work schedule and attendance standards. Performs related duties as assigned. MINIMUM TRAINING AND EXPERIENCE Associates Degree in Business Administration, Criminal Justice, Social Work, Statistics, or a closely related field; supplemented by two (2) years of progressively responsible experience assisting with public program development, implementation, planning and research; or an equivalent combination of education, training, and experience that provides the required knowledge skills and abilities. Experience working for a public safety organization preferred. Industry related certifications preferred. Must be computer literate. Requires a valid driver license. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Tasks are essentially sedentary, with periodic walking and standing. Requires the ability to operate modern office equipment, to include computers, copy machines, facsimiles and related peripherals. Must be able to exert a negligible amount of force occasionally to lift, carry, push, pull or otherwise move objects. Is exposed to possible bodily injury from combative inmates. Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information; includes receiving assignments and/or directions from supervisors. Includes giving instructions and information to others. Requires the ability to tactfully and effectively interact with the public and with co-workers. Language Ability: Requires the ability to read a variety of policy and procedure manuals, work orders, logs, technical data, etc. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with clarity, voice control and confidence and to articulate information to others. Must be skilled in interviewing and counseling techniques. Intelligence: Requires the ability to apply principles of effective corrections management and common sense understanding to carry out detailed written or oral instructions; to deal with problems involving a few concrete variables in or from standardized situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information. Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to interview and counsel inmates, to issue and follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical languages used within the parameters of the job. Numerical Aptitude: Must be able to add and subtract totals, multiply and divide, and figure percentages and decimals. Forms/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape. Motor Coordination: Requires the ability to coordinate hands and eyes using modern office equipment. Manual Dexterity: Must have minimal levels of eye/hand/foot coordination. Color Discrimination: Requires the ability to differentiate between colors and shades of color. Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress when confronted with an emergency or tight deadline and crisis intervention situations. Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, inmates, county staff and the general public. Avoids violent behavior and any other type of behavior that could threaten the safety of other employees or the public. Physical Communication: Requires the ability to talk and hear; (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communications through telephone and radio. Health Insurance is provided at a low cost to employees; family coverage is also available at a reasonable rate. Life Insurance - The BCC provides $25,000 of basic life and accidental death and dismemberment (ADD) insurance for each employee. Employees may purchase optional group term life insurance in $25,000 increments up to a maximum of $500,000. Long Term Disability BCC provides a long-term disability for all full-time employees. Has a six-month waiting period from date of incident, and then receives 50% of salary up to five years. Employee may buy up an additional 10%. Dental Insurance is provided at no cost to employee; family coverage is available for a reasonable rate. Section 125 Plan (Flexible Spending Plan) - Allows employees to pre-tax certain insurance costs; unreimbursed medical; and dependent care expenses. Florida Retirement System (FRS) The County pays a percent of the employees salary into the FRS. Holidays /Annual and Sick Leave Accruals - The County offers 10 paid holidays and annual and sick leave accrual. Bereavement Leave - In the event of death in an employees immediate family (as defined in the Human Resources policy), he/she may be granted bereavement leave with pay for up to a maximum of twenty-four hours (24) hours. Deferred Compensation Savings is offered to all full-time employees through payroll deduction. Full-time employees offered free membership to Central Credit Union of Florida and Eglin Federal Credit Union. Participate through payroll deduction. Full-time employees may purchase U.S. Bonds through payroll deductions. Employee Assistance Program (EAP) - Full-time employees may use the EAP after completion of 6 month Probationary period. Three counseling sessions will be provided by the EAP provider at no cost to employee/spouse or dependent.
