    Job Title Contract Administrator Job ID 22940 Location Roads & Drainage Favorite Job Regular/Temporary Regular Representative Duties * Formulates and prepares Requests for Proposals and Invitations for Bid for goods, services, construction and capital improvement contracts. * Schedules and participates in pre-bid/proposal conferences. * Formulates and prepares Board agenda items, construction contracts, contract amendments, task authorizations, change orders, and written responses to bidders questions. * Evaluates bids and proposals to determine most responsive and responsible submittal. Evaluates proposal responses, qualifications, pricing data, scope of services and contract terms. * Interacts with consultants, contractors and vendors for coordination of contractual items and resolution of issues, and with user department staff on document preparation, policies and procedures. * Reviews negotiated change orders to track percent of contract price increase and reviews amendments/task authorizations and pay requests for conformance to contract terms and fees. * Formulates contract terms and conditions. * Develops and maintains computerized database for contract administration, monitoring, and tracking of professional service and construction contracts, inclusive of contract expiration dates, invoices, delivery orders, budget, etc. * Reviews insurance, bid bonds, performance and payment bonds to ensure and verify financial viability and solvency of insurers and sureties. * Performs product and vendor sourcing and competitive market pricing research. * Performs other related duties as assigned Minimum Qualifications Bachelor's degree in Business or Public Administration or a closely related field and two years of experience in the preparation and/or monitoring of contracts. Work experience in a related field may be substituted for the required degree on a year-for-year basis. Preferences * Experience with general service and road rehabilitation maintenance contracts such as mowing, resurfacing, sidewalk repairs, tree service, pipe installation and repairs, etc. * Experience developing budget estimates in conjunction with contract spending limits and estimated annual use * Excellent organization, and verbal and written communication skills * Experience with Word, Excel, PowerPoint, database management * Experience with public sector government procurement and contract processes. * Experience in Advantage or other similar financial software systems.
