    Maximus is seeking a passionate Outreach Consultant to serve as the lead outreach resource for the California LifeLine Foster Youth Progra m. In this role, the Outreach Consultant will be responsible for independent planning, executing, and evaluating outreach, education, and engagement activities statewide.

    This role combines hands on implementation with strategic coordination, acting as the primary liaison among internal teams, external partners, program stakeholders, and the California Public Utilities Commission (CPUC).

    The position requires a high degree of autonomy, accountability, and cross functional collaboration.

    Essential Duties and Responsibilities:

    - Develop, document, and maintain a comprehensive approved marketing, outreach and engagement approach aligned with Program goals, expectations, and contract requirements.

    - Translate Program objectives into actionable outreach plans, timelines, and deliverables.

    - Identify opportunities to enhance outreach effectiveness, enrollment education, and stakeholder engagement through innovative or high touch methods.

    - Plan, coordinate, and facilitate approved marketing & outreach activities at least twice per month, including virtual and potential in person events, conventions, webinars, and informational sessions.

    - Support the design, development, and implementation of outreach materials such as website content, printed collateral, presentations, tutorials, and webinars.

    - Monitor and respond to outreach inquiries received through email mailboxes, a Service Management tool, and other communication channels.

    - Coordinate outreach workflows with client, internal teams, subject matter experts, consultants, subcontractors, and community-based advocates.

    - Serve as the primary point of contact and outreach person for follow-up for overdue tasks pending county response.

    - Serve as the primary outreach point of contact, maintaining timely communication and alignment across stakeholders and with the client.

    - Support scheduling, planning, documentation, and follow up for outreach related meetings and activities.

    - Gather, analyze, and track outreach metrics using available analytical tools to measure outputs and outcomes.

    - Produce timely outcome based reports and ad hoc analyses to inform internal leadership and the client on outreach performance.

    - Use data insights to recommend improvements and adjust outreach tactics as needed.

    - Represent the Program in meetings, presentations, and public facing outreach engagements in a professional and positive manner.

    - Build and maintain credibility and strong relationships with community-based advocates, agencies, and client staff members.

    - Maintain a library of marketing & outreach documentation, materials, and reports in accordance with organizational standards and protocols.

    - Ensure marketing & outreach activities comply with contract requirements, Program guidelines, and approved processes.

    Minimum Requirements

    - Bachelor's degree in relevant field of study and 5+ years of relevant professional experience required, or equivalent combination of education and experience.

    Additional Requirements:

    - Residence within the state of California

    - 3-7 years of progressively responsible outreach, engagement, project coordination, or related experience, preferably in public programs, social services, or regulated environments.

    - Demonstrated ability to work independently, manage competing priorities, and execute projects comprehensively with minimal supervision.

    - Strong written, verbal, and presentation skills; ability to communicate complex information clearly to diverse audiences, including youth, caregivers, and community-based foster youth advocates.

    - Ability to provide trauma-informed, empathetic communication.

    - Experience supporting or coordinating virtual events, webinars, or community outreach initiatives.

    - Comfortable analyzing data, producing reports, and using insights to improve program performance.

    - Willingness to travel up to 30% to facilitate the execution of approved marketing and outreach activities.

    Preferred:

    • Experience working with government clients or under contract driven requirements.

    • 1-3 years of progressively responsible child welfare, youth advocacy, or community engagement, or related experience.

    • Direct experience managing trauma-informed care, knowledge of foster care systems, and demonstrated ability to build trusting relationships with at-risk youth.

    • Youth advocacy experience, including supporting educational and mental health needs.

    • Experience with program outreach, data tracking tools (e.g., MS Office, Salesforce, Canva), and event planning.

    • Developed understanding of the California foster care system, trauma-informed care principles, and strength-based approaches.

    • Familiarity with statewide or geographically dispersed outreach efforts.

    • Experience serving as a primary point of contact or “department of one” function.

    • Demonstrated ability to handle confidential and sensitive data and information.

    • Sensitivity and experience working with multicultural populations.

    • Experience using social media platforms to enhance outreach campaigns.

    Pay Transparency

    Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
