Position Summary
The Community Services cluster has launched a Municipal Identification (“PHLCITYID”) program in Fiscal Year 2019. The Municipal ID program offers residents an additional means to prove their identity and residency to City agencies, including to law enforcement officers, and to gain access to City services and activities, in addition to a number of non-governmental partner services and discounts. The PHLCITYID Engagement and Outreach worker will report directly to the PHLCITYID Engagement and Outreach Manager and assist Philadelphia residents in obtaining Municipal ID. Outreach workers will work closely with City agencies and nonprofit partners to conduct outreach to communities and neighborhoods that are most impacted by social issues to ensure the concerns of Philadelphians residents are engrossed. Selected candidates will work with the Outreach team to help and develop outreach strategies and campaigns plans. Also, Outreach workers will work to build relationships with community stakeholders and leaders to activate wide public awareness in the Municipal ID program.
Essential Functions
Develop, contribute and assist the implementation of community outreach and engagement plan to reach vulnerable communities.
Attend community meetings and events to provide information about and promote the Municipal ID.
Implement and support Municipal ID Program team organizing educational and outreach materials.
Develop, promote and maintain effective relationships with key influencers and a variety of community organizations and partner agencies.
Support walk-ins and schedule appointments for Municipal ID applicants in person and via web.
Ensure and verify that all paperwork for the applicants is completed in a neat and orderly manner until the requesting criteria is met.
Collaborate and coordinate with community base organizations, religious institutions, and key stakeholders to ensure the residents understand the benefits of applying for the Municipal ID.
Conduct outreach to potential partner organizations for the Municipal ID, so ID cardholders would be able to access services, benefits, and discounts through utilization of the Municipal ID .
Manage and develop engagement and outreach metrics.
Additional duties may be required. Municipal ID Program Manager reserves the right to assign or reassign essential functions and responsibilities to this job at any time.

Willingness to work evenings and weekends as needed
Professional demeanor with high attention to detail.
Bilingual or multilingual candidates strongly preferred (Languages needed: Arabic, Urdu, Mandarin, Chinese, Russian).
Qualifications
Associate degree or equivalent education or experience.
Minimum of two years of experience working with diverse communities.
Must be able to walk and stand for extended periods of time.
Valid Driver’s License required.
Willingness to travel citywide and work flexible hours, including weekends.

Salary Range: $42,000-$52,000
