    Duties

    The Post-Secondary Hiring Authority is designed to appoint students from a wide variety of educational institutions (undergraduate and graduate) into paid opportunities to work in agencies and explore Federal careers while still in school. Students are exposed to jobs in the Federal civil service by providing meaningful developmental work at the beginning of their career, before their career paths are fully established.

    The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated.

    This public notice will be used to fill Public Notice for Expedited Hire (Post-Secondary Student) - Business and Industry Student Trainee, GS-1199 positions at the GS-07 through GS-11 grade levels.

    Duties may include but are not limited to:

    • Providing the full range of business services in response to the specific needs of the organization.
    • Assisting program officials in defining the level and kinds of services needed to carry out assigned responsibilities and to accomplish project objectives.
    • Conducting the purchase of a wide variety of specialized supplies, equipment, and services needed to support the operations of the organization.
    • Reviewing procurement requests for adequacy of justification, availability of funds, and compliance with policies and procedures.
    • Contributing to the development, enhancement, and improvement of administration and operations of the organizations internal/ external systems, operating policies, planning, internal controls, assessments, and reporting requirements to promote process and business delivery improvements; enhanced customer service; and sustained efficient and effective strategic business operations.
    • Providing administrative and procedural support to office staff.
    • Operating and maintaining automated data and information systems and initiating and following through on a wide range of critical actions including management, processes, and entry of funding documents/ actions into diverse automated information system to generate delivery/acquisition of services, supplies, equipment, and contractual/ acquisition services.

    Conditions of Employment

    Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:

    • Must be enrolled or accepted for enrollment and seeking a baccalaureate or graduate degree (diploma, certificate, etc.) on a full or half-time basis.
    • Must be a U.S. Citizen.
    • Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov).
    • May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared.
    • CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers.
    • Direct deposit is required.
    • A two-year probationary/trial period may be required upon selection/placement.
    • This position may be subject to a Collective Bargaining Agreement.
    • This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.
    • In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

    Qualifications

    Education Requirements: This appointment will be made under the Post-Secondary hiring authority. To be eligible an applicant must be enrolled or accepted for enrollment and seeking a baccalaureate or graduate degree (diploma, certificate, etc.) on a full or half-time basis.

    Minimum Qualifications:

    GS-07: To qualify at the GS-07 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-05 grade level in the Federal service, to include managing, operating, and maintaining automated data and information systems; utilizing administrative procedures and practices to provide business services to an organization; and assisting program officials with administrative services needed to accomplish project objectives.

    OR

    Have successfully completed one (1) full academic year of graduate level education leading to a Master's/equivalent degree in any field of study that demonstrates the knowledge, skill, and ability necessary to do the work from an accredited college or university -- OR -- have a Bachelor's degree and meet Superior Academic Achievement as listed in the Education Section below.

    OR

    Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position.

    GS-09: To qualify at the GS-09 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-07 grade level in the Federal service, to include developing and applying methods and procedures for business services; managing administrative requirements for office supplies and properties; and maintaining systems to control purchasing and use of supplies.

    OR

    Have successfully completed a Master's or equivalent graduate degree in any field of study that demonstrates the knowledge, skill, and ability necessary to do the work from an accredited college or university -- OR -- completed two (2) full years of progressively higher-level graduate education leading to such a degree -- OR -- LL.B. or J.D., if related.

    OR

    Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position.

    GS-11: To qualify at the GS-11 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-09 grade level in the Federal service, to include planning and organizing program activities; analyzing and interpreting program and/or financial information to determine business service's needs; and evaluating the effectiveness of operations and services.

    OR

    Have successfully completed a Ph.D. or equivalent doctoral degree in any field of study that demonstrates the knowledge, skill, and ability necessary to do the work -- OR -- three (3) full years of progressively higher-level graduate education leading to such a degree --OR -- LL.M., if related.

    OR

    Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

    Superior Academic Achievement (S.A.A.) (GS-07 only) is based a bachelor's degree with one of the following:

    • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    • Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
    • Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
    • Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

    Appointment Limitations:

    • Post-secondary students will initially be appointed in the competitive service to one of the following depending on the need of the agency:
    • Temporary appointment not to exceed (NTE) 1 year; OR
    • Term appointment for a period expected to last more than 1 year but NTE 4 years
    • Initial appointments can be extended for a period that will allow the student to complete his/her degree requirements, provided the extension does not exceed the time limits and the eligibility criteria continues to be met.
    • Appointments will end upon the not to exceed date of the post-secondary student appointment unless the employee is converted to a permanent position in the competitive service or the appointment is extended prior to expiration.

    Promotion and Conversion eligibility:

    • Promotion to the next grade level is not guaranteed and no promise of promotion is implied. May be selected at any grade level with non-competitive promotion potential to a higher target grade. Promotion to the next grade level is at management's discretion and is based on meeting qualifications and time-in-grade requirements.
    • Employees initially appointed for less than one year are not eligible for promotion.
    • Conversion to an entry-level career is not guaranteed and no promise of conversion is implied. Employees hired under the Post-Secondary Hiring Authority may be converted without further competition to a permanent position with promotion potential up to the GS-11 grade level depending upon the needs of the agency. Conversion is at management's discretion and is based on completion of baccalaureate or graduate degree and meeting OPM qualification requirements.
