Public Affairs / Military Protocol Specialist - LIESS Location: Stennis Space Center, MS Type: Full Time Min. Experience: Mid Level MUST HAVE CURRENT SECRET CLEARANCE In more detail, the following specific actions relating to Public Affairs Assistant in support of NAVSCIATTS Task Order on the NSWC Logistics, Instruction, and Engineering Support Services (LIESS) contract are required: Review and assess external media sources (Early Bird, Chief of Naval Information, clips, WWW, etc.) for information and articles that involve or impact NSW and NAVSCIATTS programs or policies. Disseminate this information internally to senior leadership and command staff. Plan, research, draft and review content and development of programs, brochures, fact sheets, multi-media products and video to highlight command policies, programs, platforms and personnel. Assist in drafting public affairs and protocol guidance and recommends policy on public affairs and protocol matters. Assist in the planning, development and maintaining of the command intranet for internal communication and public web site for external audiences. Write, edit and review for technical and factual accuracy public affairs content for official command websites and electronic newsletters, maintaining graphic and editorial content standards Conduct periodic reviews of command websites to ensure message alignment; compliance with current DON, USSOCOM and NSWG-4 public affairs requirements; and that programming and links for all pages remain functional. Generate and distribute content for all International Military Students, in the All Partner Access Network (APAN) command portal. Update websites dedicated to or communicating information about NSW to the public by providing current, accurate command information. Monitor trends and tracks web site data to archive for long-term analysis (number of visitors, most popular web browsers, etc.) Prepare input for NSW and USSOCOM PA reports and annual Command History requirements. Coordinate, prepare and disseminate reports internally. Serve as the deputy public affairs officer for various command committees as directed, and; interface on a regular basis with higher and lateral offices and agencies within the DON and DOD. Write, edit, review and market press releases and media advisories via various print and broadcast media to keep key audiences informed about NAVSCIATTS activities. Document significant events via still and video photography. Assist in responding to media request and public requests for information, ensuring material conforms to policy and security regulations. Plan and execute the details of the NAVSCIATTS Foreign Security Force Welcome Program. Ensure projected students are provided with military/civilian and in-class sponsors. Schedule, attend and manage events, tours, lectures, and social, civic, cultural and educational activities to promote the Welcome Program. Develop informational materials for students and presentations for sponsor recruitment and training. Help plan and execute NAVSCIATTS annual Distinguished Alumni Program and ceremony. Assess potential reaction of general public and affected groups to command activities involving environmental actions and assists to improve communication between the command and its public by enhancing understanding of programs and projects. Directly support the commanding officer in handling all aspects of visits, conferences, tours, and social functions initiated within the command, and those tasked by higher authority. Arrange travel for distinguished guests, including scheduling travel, preparing trip folders, arranging billeting, and preparing itinerary. Manage commanding officer's recognition programs and special ceremonies (medal presentations, individual recognition, etc.), including scheduling events, determining need for audiovisual equipment, obtaining decorations, awards, etc., gathering biographies and guest information, preparing agendas, and setting up locations. Advise commander and staff on military customs, courtesies, USN organizations, missions, history and policies. Gather a variety of information and data to prepare reports and statistical summaries. Type letters, endorsements, reports, briefings, memorandums, forms, and other general correspondence. Operate various office machines such as copier, computer, scanner, fax machines, etc. Maintain adequate inventory of office supplies, forms, and printed materials, and notifies the appropriate person for re-ordering. Work with NASA Multimedia Department, ensuring all videos and handbooks depicting the course offering and command information remains up to date. Provide necessary information to Multimedia in advance, to ensure we have enough on hand, to support off-site travel requirements. Use statistical cost estimation methods to assist in developing budgets for the Public Affairs Department. Comprehensive knowledge of written/oral communication principles, techniques and methods that, when combined with analytical methods and interpersonal practices, are essential for the success in carrying out a public affairs program. Apply knowledge to research, write and edit informational material such as press releases, command programs and public affairs guidance. Assess and evaluate the command's public affairs campaigns that convey information to selected audiences interested in or affected by NAVSCIATTS. Determine the appropriateness of elements of adapting current methods to meet the organization's current needs more effectively. Establish and maintain effective working relationships with NAVSCIATTS internal audiences, the general public, news media, other military and governmental agencies, and specialized groups and organizations. Use of Microsoft Office suite software, desktop publishing and multi-media software and video editing software. Use of Adobe Photoshop, Illustrator, Bridge, Dream Weaver, Acrobat, InDesign and Avid. Complies with policies and procedures as set forth in the corporations Handbook of Policy and Procedures. Write correspondence in accordance with SECNAVINST 5216 Correspondence Manual, when necessary. Perform other duties as assigned in order to perform services associated with tasks in this Performance Work Statement (PWS). Required Education/Training: College degree in Journalism, Public Affairs, Public Relations, Mass Communication, English and/or prior service military experience in Public Affairs arena. Photography/videography experience. News release/feature-writing experience. Excellent verbal communication skills to include experience briefing large audiences. Strong media relations experience with knowledge of DoD public affairs guidance. Social media management and community relations experience. Experience in command information planning. Computer experience, specifically Microsoft Word, Publisher, Adobe Photoshop. Experience developing marketing materials, to include: fact sheets, brochures, booklets, event programs, newsletters, media kits. Thorough knowledge of writing and communication principles, methods and techniques that relate to military public affairs. Knowledge of military/dignitary protocol principles. The ability to participate in military field training exercise events, to include the ability to operate on Naval Special Warfare Riverine and coastal crafts The ability to work occasional evenings and weekends and travel when necessary A background in military Public Affairs programs is a plus. Minimum Qualifications: Identify the minimum required skills, knowledge and abilities required to competently perform the job duties. Shall have a minimum of each of the following general experience: At least three years of specialized experience as described in the position description which demonstrates the ability to perform the duties of the position is required. Specialized Experience is defined as: Researching, analyzing and applying established best practices in community relations, media relations, internal communications, protocol, video and photography skills, video editing abilities, and networking abilities required to assist in the management of the organizations existing communication strategies. Examples may include assisting in the development and delivery of community relations policies and practices, guides or tools for training and awareness for employees and leaders and measuring trends and tangible impacts of new programs to recommend strategic or tactical actions. U.S. Citizenship or National. Suitable for Federal Employment. Currently hold a verifiable SECRET security clearance vetted through JPAS. Possess a valid MS state drivers license. Be able to obtain and maintain appropriate special licensing/certification for vehicles and equipment required for their specific position. The ability to speak, read and write in Spanish is recommended but not required. Possess excellent work ethics, verbal and written communication skills, and be detailed and accurate in performing all administrative and routine functions. Work alternate schedules to satisfy training requirements. Maintain a clean work space.
