Recruitment Range: $36,677-$62,091 Salary Grade: GN09 The N.C. Department of Agriculture and Consumer Services provide services that promote and improve agriculture, agribusiness and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2000 employees. This position is located in the Food & Drug Protection Division. The Food & Drug Protection Division (FDPD) has five functioning sections, including the Food Section, the Dairy Section, the Feed Section, the Drug Section, and the Administrative Services Section. In addition, analytical support is provided to the Food & Feed Sections by the Food & Drug Protection Division's six laboratory branches, i.e. Feed Laboratory, Fertilizer Laboratory, Food Laboratory, Microbiology Laboratory, Residue Laboratory, and Pesticide Formulations Laboratory. The Division protects the health, welfare, and economic interests of consumers of foods, drugs, livestock feeds, fertilizers, and medical devices by ensuring, through inspections and analysis, that these products are wholesome and properly labeled. NCDA&CS, FDPD is establishing a Produce Safety Program that will encourage the safe production of fresh fruits and vegetables, promote compliance with the requirements of the FDA Produce Safety Rule (PSR), and improve public health protection. The goals of this project will fulfill the food safety mandates of FSMA for increasing produce safety, strengthen federal-state partnerships, and advance the development of a Nationally Integrated Food Safety System. To establish this produce safety program, NCDA&CS will: (1) Assess the NC produce landscape, available/needed resources and regulatory foundation relative to conducting on-farm inspections; (2) Establish collaborations and processes to ensure a well-informed produce industry and regulatory staff; (3) Develop a strategic implementation plan that identifies needed resources, timelines, milestones and goals for developing a produce safety program responsive to the PSR; and (4) Utilize the strategic plan to implement a produce safety program that includes industry outreach and education in advance of and in addition to inspections to the regulatory standards. The Produce Regulatory Specialist will protect the health and welfare of the public by uniformly and consistently conducting inspectional activities enforcing the requirements of the FDA Produce Safety Rule (PSR) 21CFR Part 112 and support food safety mandates established in the Food Safety Modernization Act (FSMA). This position will participate in educational and outreach activities, conduct On-Farm Readiness Reviews, provide technical assistance to the produce industry, and will represent NCDA&CS during produce safety promotions. The Produce Regulatory Specialist is a member of the Rapid Response Team (RRT). Occasional overnight travel is required. Must have a valid driver's license. Note: These positions are considered regional positions that may service all 100 counties in North Carolina. The office and division of the counties will depend on the home address of the candidate hired. Knowledge, Skills and Abilities / Competencies Ability to learn State and Federal laws and regulations pertaining to the manufacture, storage, distribution and/or sale of produce and other foods. Ability to learn about the programs and services of the North Carolina Department of Agriculture & Consumer Services (NCDA&CS) and the US Food and Drug Administration (FDA). Ability to learn the principles of sanitation particularly as they apply to the growing, harvesting, packing, and holding of fresh produce. Ability to observe and report pertinent information relating to investigations performed and present this information in oral or written form. Ability to establish and maintain effective working relationships. Minimum Education and Experience Requirements Bachelor's degree with a major in biology, food science, home economics or a related field from an appropriately accredited institution and three years of food regulatory experience; or an equivalent combination of education and experience.
