DIVISION INFORMATION The Division of Energy, Mineral and Land Resources (DEMLR) is responsible for the administration of FOUR regulatory programs: Dam Safety Program as authorized by the Dam Safety of 1967, Mining Program as authorized by the Mining Act of 1971, Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by state statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines, dams, sedimentation control for construction sites, and stormwater permits for various activities and refers enforcement cases to the Attorney General's Office. DEMLR is responsible for scheduling, organizing and transcribing minutes of the Mining Committee of the North Carolina Mining and Energy Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters. PRIMARY RESPONSIBILITIES OF POSITION This position serves as an Assistant Regional Engineer/Environmental Engineer to the Washington Regional Office. The primary purpose of this position is to perform in-depth reviews of erosion and sedimentation control plan applications and stormwater permits and as well as provide preliminary review of dam safety and mine reclamation plans which require engineering, hydrological studies, soil analysis,and technical writing and interpersonal skills. This position also requires the ability and experience to make site inspections related to all four programs (Erosion & Sedimentation, Stormwater, Dam Safety and Mining) that may lead to enforcement of their related regulatory laws. This position also dedicates up to 50% of their workload to the Express Permitting Program for Erosion and Sedimentation Control Permits that again requires extensive engineering, hydrological studies, soil analysis, and technical writing and interpersonal skills experience in order to facilitate timely decisions. Requires scheduling plan review meetings with applicants and other participating agencies. Requires technical expertise to make informed decisions regarding the plan's disposition, technical and regulatory concepts and the interpretation of environmental statutes, regulations, and policies. Leads collaborative efforts in complex and difficult situations in order to achieve work goals; provides testimony as an expert. Ability to express moderately complex engineering and regulatory concepts to internal and external customers in the interpretation of environmental statutes, regulations, and policy and regulation development in a clear, concise and organized manner, both verbally and in writing. Considerable working knowledge and understanding of the principles and practices of engineering used in the review, oversight, analysis, or inspection of plans, permits or projects in the areas of stormwater management, erosion and sedimentation control, dam safety, and mining. Must be able to physically able to walk through rough and uneven terrain and work in unfavorable conditions, including exposure to inclement weather, noise, dust, fumes, machinery and insects. Minimum Education and Experience Requirements Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
