GENERAL DESCRIPTION OF DUTIES: The Office of Public Instruction (OPI) is seeking a creative visionary and dynamic leader to join the OPI team as the NAEP State Coordinator. This critical and innovative full-time position is based in Helena, Montana. Interested candidates are encouraged to visit the OPI website (www.opi.mt.gov) to gain insight into the agency's mission. The successful applicant will be a tech savvy, creative problem solver who can use e-mail, spreadsheet, database, and internet applications to coordinate the efforts of local, state, and national teams with administering the National Assessment of Educational Progress (NAEP). NAEP is the largest nationally representative measure of student achievement across the country and is a congressionally authorized project of the National Center for Education Statistics (NCES) within the U.S. Department of Education. This assessment provides Montana with information on how our students perform across time and compared to other states/jurisdictions. The NAEP State Coordinator serves as the liaison between OPI and the NCES. The position allows considerable latitude in dealing with prescribed tasks and offers numerous opportunities for training and growth, including on-line courses, frequent webinars on selected topics, and access to national experts in assessment, measurement, psychometrics, and data analysis. In-state travel events are frequent during the testing window in January and February every two years, often in inclement weather. Travel to the Washington, DC, area takes place about four times per year for workshops and data release events. Attendance at one major national conference per year is also highly encouraged. COMPETENCIES: Communication and Use of Technology: Applicant must be proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint, Publisher, Access) and demonstrate fluency in the use of communication technologies as it applies to distributing information about upcoming assessment activities. Applicant has demonstrated experience with using appropriate instructional methodologies that incorporate data-driven decision making. It is preferred that the applicant has prior experience providing staff training, administering, and interpreting educational assessments. Organization and Management: Applicant has demonstrated leadership, organizational and planning skills. A successful applicant is self-motivated with the ability to work both independently and in a team environment. The incumbent can make daily and long-range decisions concerning the state operations and NAEP budget and can exercise considerable independence in accepting responsibility for working with external groups, including other educational, state, and federal agencies. Acquisition, Analysis, and Application: Applicant has excellent analytical, problem solving and troubleshooting abilities. The incumbent is responsible for interpreting and applying state and NAEP policies related to assessment, individual data collection, and security. Specific knowledge in fields of educational leadership related to large-scale assessment, quantitative data analysis, statistics, school accountability, local and state report cards, data privacy issues, instructional technology, and production of data reports for public distribution would be valuable skills in performing these job tasks, but are not required to qualify. EDUCATION AND EXPERIENCE: Bachelor's degree in education, research, statistics, or equivalent experience.
