    Housing Program Specialist

    The Community Development Division of the Department of Commerce is looking for a Housing Program Specialist with rich experience in administrative and project management functions, including a history of providing excellent client service. This position requires unparalleled integrity, initiative, resourcefulness, consistency, and diligence in administration detail as well as the delivery of expert knowledge to local grant recipients. The successful candidate will be responsible for administering Housing contracts and managing grants from start-up to project completion, coordinating and performing grant application evaluations and award processes; assuring program and project compliance with federal and state requirements, and providing detailed technical assistance, outreach, information and expertise to local grant recipients and partners. SPECIAL INFORMATION: **These two positions are supported through annual federal awards and are dependent on continued funding. **** ** Minimum Qualifications: Bachelors Degree in Public Administration, Business Administration, Accounting, Finance, Planning, Economics, Humanities or other related area plus two (2) years of professional administrative or program experience with local, state, or federal government planning, community revitalization, housing, or public facility grant programs, or professional level private sector experience in community revitalization, housing, or public facility development. Equivalent combinations of education and job related experience may be considered. **Knowledge of: **Federal grant terminology, rules, guidelines, and procedures; community planning and development concepts, program planning, and public administration, management and fiscal accountability practice; applicable federal and state financing programs; grant management techniques, facility planning and financing, construction techniques, and local government administration; and applicable state and federal laws, rules, and regulations that apply to Housing projects, such as procurement and labor standards. **Skills: **Should have proficiency with personal or network computer systems and software, in order to process and manipu­late documents, spreadsheets, forms, correspon­dence, reports, data tracking, and graphics. Must have the computer skills necessary to effectively operate a Dell Desktop and Laptop Computer with the following software: Microsoft Windows, Outlook, Word, Excel, and PowerPoint. Must have proficiency in the use of various office equipment including telephone, cell phone, photocopier, facsimile machine, and calculator.
