    Public Health Nurse I/II Salary See Position Description Location Tehama County, CA Job Type Full Time Department Health Services Agency Job Number 2018-P0451/452 Closing 11/1/2018 5:00 PM Pacific Description Under general supervision, provides nursing services essential to the prevention of disease and disability, health promotion and maintenance and restoration of personal health. Provides prevention oriented nursing expertise in assigned program areas focused on population based policy development and education to groups and individuals in the community. SALARY PHN I: Range 78: $4,890 - $5,955 PHN II: Range 82: $5,395 - $6,576 Examples of Duties Investigates outbreaks as well as, plans and implements programs for the prevention and control of communicable disease. Interprets public health laws and regulations to individuals, agencies and the general public. Provides program specific medical consultation and technical assistance to other health care. Conducts health assessments identify health abnormalities and to determine the nature and extent of nursing services required. Obtains health histories, conducts interviews and makes observations of physical conditions, psycho-social status, cultural patterns/backgrounds and environmental influences on health. Coordinates with local community groups to identify and develop needed health services and wellness and prevention programs; provides assistance and consultation regarding barriers to healthcare. May facilitate, coordinate, attend and participate in committees and councils as needed. Administers immunizations, various laboratory tests. Takes medical orders, administers and secures medications and vaccines. Increases access of hard to reach populations to public health and other services. Participates in programs to enhance public health services and health education; addresses community groups to discuss public health concerns. Provides nursing care following the nursing process, including. Initiates California Children's Services (CCS) case management services, processes request for services and equipment. May provide leadership to staff, function as a mentor for newly hired staff as appropriate and acts as preceptor for nursing students from colleges. Responds to public health emergencies and disasters as needed, Compliance with all provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Performs related work as required. KNOWLEDGE OF: Principles, methods, procedures and current trends of nursing as applied in public health practice, preventative medicine and environmental health; community aspects of nursing programs; prevention and/or early detection of communicable diseases, chronic diseases, handicapping conditions, mental illnesses and other disabling conditions; principles and procedures involved with family planning, sexually transmitted disease control, maternal and child health, and child growth and development; environmental, sociological, and cultural factors which influence individual and community health; laws, rules and regulations applicable to public health nursing; available community resources; leadership concepts and principles; applicable Federal, State, County, Department, and Division laws, regulations, policies and procedures; the methods, procedures, tests, equipment and tools used in the examination, diagnosis and treatment of acute and chronic illnesses; first aid care and treatment; safety protocols for the use of medical equipment/instruments and the handling of patients and biomedical waste. ABILITY TO: Effectively work with individuals and families to assist them in the satisfactory solution of health problems; analyze situations accurately and take effective action; provide leadership in community health programs; exercise independent judgment in the planning, organization and provision of community nursing services; speak effectively in public; assemble and analyze information and prepare written reports and records in a clear, concise manner; maintain detailed medical records; react calmly and professionally in emergency, emotional and/or stressful situations. Education, Experience & Licenses Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Graduation from an accredited four-year college or university with a Bachelor's degree in Nursing. PHN I: No experience required. PHN II: One (1) year of experience in a public or community health setting. Other combinations of education and experience may be considered. LICENSE & SPECIAL REQUIREMENTS: Requires a valid California driver's license. Requires current CPR certification. Requires a valid license to practice as a registered nurse and a valid public health nursing certificate issued by the State of California. Must complete periodic continuing education coursework as required to maintain active licensure. Must possess, or be willing to obtain, a national provider identifier (NPI). PHN I: Applicants who have recently graduated from a Baccalaureate Nursing program, and have not taken the NCLEX-RN may apply using a California Board of Registered Nurses (BRN) interim permit (IP). The IP will also serve until they receive their Public Health Certificate. The interim permit is not renewable and is in effect to the expiration date (6 months after issuance) or until the results of the examination are mailed, at which time it becomes null and void. Continued employment is dependent on receiving a passing score on the NCLEX-RN. PHYSICAL DEMANDS: Mobility to work in a standard office setting and use standard office equipment Maintain physical standards, including mobility and physical strength and stamina to support the weight of patients for brief periods of time in positioning/transporting and to respond to emergency situations Vision to discern colors, assess medical situations, read printed materials and a computer screen Hearing and speech to communicate in person and over the telephone Audiovisual discrimination and perception required for making medical observations. Depending on assignment, this classification may be primarily fieldwork that requires standing and walking between work areas May require stamina for long distance or all-day driving of vehicle Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate medical services equipment Frequently bend, stoop, kneel, reach and climb to perform work Employees must be able to support the weight of patients for brief periods of time, which requires the ability to lift, carry, push, and pull, more than 75 pounds occasionally and frequently 50 pounds or more, as necessary to perform job functions, with assistance when available. WORKING CONDITIONS Employees work in an office environment or in the field with moderate noise levels, limited controlled temperature conditions, and potential exposure to hazardous physical substances. Tasks may require exposure to illness/disease, work related stress and hostile clients. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. The County offers a generous benefit package which includes: Annual salary step increases based upon satisfactory performance and completion of 2,080 hours (Steps A to E). Approximately 80% of the premium for medical, dental, and vision plan is paid by the County. Current employee rates, as January 1, 2018, are $175.83/mo (EPO plan) and $528.83/mo (PPO plan). Plans cover the employee and all eligible family members. Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County. Current employee rate, as January 1, 2018, is $5.91/mo. A retirement plan through CalPERS. A deferred compensation retirement savings plan is available to employees. For an employee who contributes a minimum of twenty five dollars ($25) per month into a County sponsored deferred compensation plan, the County will contribute a matching deposit ranging from twenty five dollars ($25) per month up to a matching of sixty dollars ($60) per month on behalf of the employee .
