(A-E Step) DEFINITION Under general supervision performs routine patient care, vocational nursing care and/or rehabilitative treatment services to patients and inmates in adult correctional facilities and the Mental Health Community Crisis Response Unit (CCRU). May provide leadership to assigned staff. Performs related duties as assigned. Examples of Duties EXAMPLES OF ESSENTIAL FUNCTIONS (Illustrative Only) *Provides effective patient/inmate care and vocational nursing duties and, as required, administers medications, monitors and charts vital signs; notifies supervisor and/or physicians of any changes in patient/inmate conditions. *Collects various specimens and cultures; performs blood glucose tests; fills out nursing observation sheets and reports. *May perform duties as treatment nurse, including assessing, cleansing and dressing wounds, skin tears, abrasions, lesions, etc., and implementing appropriate treatments. *Prescreens inmate requests to be seen by a physician/physician assistant following established protocol. *Contacts mental health providers for evaluation and treatment of emotional or psychiatric problems of patients and inmates. *Performs assessment and documentation of patient and inmate conditions; determines the necessity for referrals and schedules appointments and follow up visits for outpatient clinics or the hospital. *Initiates and/or responds to cardiac and respiratory arrest alerts; administers first aid and basic nursing care until arrival of an ambulance. *Maintains patient/inmate charts and prepares comprehensive, accurate and timely documentation of all medications and treatments administered; implements oral and written orders received from physicians. *Assists in the feeding of patients; supervises and assists with serving of meals and clean-up and food storage after meals. *Provides crisis counseling to patients at the Community Crisis Response Unit (CCRU). *Completes audits of crisis stabilization services. *Provides referrals, crisis intervention, and assistance to individuals contacting the CCRU via phone or walk-in. *Receives and responds to patient/inmate/family member inquiries and concerns regarding patient/inmate care and condition. *Attends in-service sessions, continuing education programs and staff meetings; attends and participates in patient/inmate care planning meetings. *Assists in processing patient admissions and discharges, including listing and storing of valuables; assists with postmortem arrangements as needed. *Orders medications; maintains an accurate inventory of supplies; orders and restocks supply room. *Assists in cleaning and maintaining medical instruments and equipment. *Launders linens and patient clothing, and makes patient beds as needed. *Maintains a safe, clean and orderly environment for patients/inmates, personnel and visitors. *Meets department standards for productivity and related documentation requirements for third party reimbursement. *Reports documented or suspected abuse and neglect as mandated by law. *Compliance with all provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA). *Compliance with all relevant laws and regulations regarding confidentiality. *May provide leadership to staff. *Performs related work as required. Education, Experience & Licenses Education and Experience: Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: *Equivalent to the completion of twelfth (12th) grade. *Completion of formal education leading to licensure/certification. Institutional Licensed Vocational Nurse I/ Institutional Licensed Psychiatric Technician I requires no experience. Institutional Licensed Vocational Nurse II/ Institutional Licensed Psychiatric Technician II two (2) years of LVN/LPT experience required. *Experience working in a 24-hour psychiatric or adult correctional facility is desirable. License and Special Requirements: *Requires a valid California driver's license. *Requires a valid certification of registration as a Licensed Vocational Nurse or Licensed Psychiatric Technician issued by the California Board of Vocational Nursing and Psychiatric Technicians. *Must complete periodic continuing education coursework as required to maintain active licensure. *Must possess, or be willing to obtain, national provider identifier (NPI). *Requires CPR certification. *Must successfully complete an extensive and thorough law enforcement background investigation. Physical Demands Must possess mobility to work in a standard office or institutional setting and use standard office equipment, including a computer; maintain physical standards, including mobility and physical strength and stamina to support the weight of patients for brief periods of time in positioning/transporting and to respond to emergency situations; vision to discern colors, assess medical situations, read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; and audiovisual discrimination and perception required for making medical observations. Tasks may occasionally require standing or walking for extended periods of time. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate medical services equipment. Positions in this classification frequently bend, stoop, kneel, reach and climb to perform work. Employees must be able to support the weight of patients for brief periods of time, which requires the ability to lift, carry, push, and pull, more than 75 pounds occasionally and frequently 50 pounds or more, as necessary to perform job functions, with assistance when available. WORKING CONDITIONS Employees work in a secured correctional and/or psychiatric setting with moderate noise levels, limited controlled temperature conditions, and potential exposure to strong odors, chemicals, equipment and instrument hazards, and medical hazardous wastes, physical substances and fumes. Tasks may require exposure to illness/disease, work related stress and hostile patients/inmates. Employees may interact with upset staff, patients, inmates and/or public and private representatives in interpreting and enforcing departmental policies and procedures. The County offers a generous benefit package which includes: Annual salary step increases based upon satisfactory performance and completion of 2,080 hours (Steps A to E). Approximately 80% of the premium for medical, dental, and vision plan is paid by the County. Current employee rates, as January 1, 2018, are $175.83/mo (EPO plan) and $528.83/mo (PPO plan). Plans cover the employee and all eligible family members. Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County. Current employee rate, as January 1, 2018, is $5.91/mo. A retirement plan through CalPERS. A deferred compensation retirement savings plan is available to employees. For an employee who contributes a minimum of twenty five dollars ($25) per month into a County sponsored deferred compensation plan, the County will contribute a matching deposit ranging from twenty five dollars ($25) per month up to a matching of sixty dollars ($60) per month on behalf of the employee .
