Works to create an active interest in accident prevention and the safety program. Employees at this level establish their work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. -Duties -The essential duties for this job include: -Administers the hazardous substance spill contingency plan and emergency planning program. -Maintains liaison with U.S. Coast Guard or other regulatory bodies for most current rules, regulations and operations information. -Monitors compliance with material safety data sheet (MSDS) requirements and monitors and recommends updates for Spill Prevention Control and Countermeasures (SPCC) plan. -Administers the new employee driver's orientation program and the vehicle safety program. -Answers safety-related inquiries and complaints from the public. -Assists or serves as the Substance Control Officer. -Coordinates/processes permits and licenses with applicable resource and regulatory agencies; prepares and maintains annual Tier Two and Workplace Chemical Lists and submits reports at least annually. -Investigates employee accidents, prepares reports and maintains records; identifies injury types and accident causes, recommends preventative actions and conducts follow-up investigations. -Investigates highway fatalities in the district and monitors excessive accident locations. -Processes damage property claims and assists with tort claims and open records requests. -Coordinates and schedules employee safety awards and the annual Safety Awards Banquet/Truck Roadeo. -Performs industrial hygiene testing of departmental operations to ensure compliance with safety and hazardous materials regulations and to minimize employee health risks/exposures. -Performs other job responsibilities as assigned. -Competencies -The required competencies for this job include: -Communicate effectively -Construction, maintenance and operation of transportation facilities -Applicable industry safety standards, guidelines and specification codes -Hazardous materials management methods and procedures -Safety methods and procedures associated with warehousing hazardous materials -The operation or removal of underground fuel storage tanks -Supervising technical staff -Speaking to present images and ideas in a clear, concise, organized and interesting manner to optimize audience understanding and keep the group focused -Public relations for maintaining effective working relationships with individuals and groups -Conducting hearings, interviews and investigations -Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems. -Environmental hazardous materials disposal methods -Education -This job requires the following: -Bachelor's Degree in Industrial Hygiene, Occupational Safety and Health, or closely related safety discipline -Work Experience -This job requires the following: -3 years in Occupational safety, Industrial hygiene or other safety-related work activities. (Experience can be satisfied by fulltime or prorated parttime equivalent) -No supervisory experience required. -Relevant experience may be substituted for education on a year per year basis. -Licenses and Certifications -The following Licenses and/or Certifications are required for this job: -Safety Impact Certificate -Drivers License - Class C -Cert Req, See other conditions Other Conditions: -Must have OR obtain within one year from date of employment, one of the following professional safety designations; (1) Advanced Safety Certificate (ASC); (2) General Industry/Construction Industry Outreach Instructor or Certified Safety and Health Official (CSHO) (3) Occupational Health and Safety Technologist (OHST) or Associate Safety Professional (ASP) or Certified Safety Professional (CSP) or (4) equivalent training or certification as determined by the Occupational Safety Division (OCC). -This is a Safety Impact position (either Safety Impact, Commercial Driver and/or Vessel Crew Member) and will be subject to random drug testing. -Conditions of Employment -Safety Impact certifications are not required at the time of application.
