Assists in managing and supervises employees involved in construction, design, maintenance, survey, laboratory activities and/or office operations. Reports to the Area Engineer, who has full authority for approval of all work. Responsible for the operations of the area office in the absence of the Area Engineer. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Assistant Area Engineer II: Assists in directing area office operations. Manages employees involved in construction, design, maintenance, survey,laboratory activities and office operations. Reports to an Area Engineer II or higher, who has full authority for approval of all work. Responsible for the operations of the area office in the absence of the Area Engineer. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. -Duties -The essential duties for this job include: Assistant Area Engineer I -Conducts pre-construction, Employee Forum and/or safety meetings. -Determines quantities and estimates cost. -Inspects roads, monitors maintenance activities and coordinates scheduling of maintenance work with construction projects. -Oversees right-of-way, design and/or plan preparation for area office. -Resolves public complaints. -Reviews plans prepared by area office personnel; checks designs, specifications and estimates. -Performs other job responsibilities as assigned. Assistant Area Engineering II -Conducts pre-construction, Employee Forum and/or safety meetings. -Determines quantities and estimates cost. -Inspects roads, monitors maintenance activities and coordinates scheduling of maintenance work with construction projects. -Plans and schedules work of construction personnel and/or provides them on the job training. -Prepares and/or recommends field changes and supplemental agreements. -Resolves public complaints. -Performs other job responsibilities as assigned. -Competencies -The required competencies for this job include: Assistant Area Engineer I Extensive knowledge of: -Applicable plans, specifications and estimates preparation, review, processing and compliance requirements -Applicable inspection methods, procedures and techniques Thorough knowledge of: -Construction engineering policies and procedures -Applicable testing methods, processes and procedures -Supervising technical staff -The use of personal computers and applicable programs, applications and systems Ability to: -Communicate effectively Assistant Area Engineer II Extensive knowledge of: -Construction engineering policies and procedures -Applicable plans, specifications and estimates preparation, review, processing and compliance requirements Expert skill in : -Applying engineering principles, practices and methods in job responsibilities Proficient skill in: -Public relations for maintaining effective working relationships with individuals and groups -The use of personal computers and applicable programs, applications and systems Ability to: -Communicate effectively Other Attributes: -Exercises logic and reasoning to define problems, establish facts and draw valid conclusions, makes decisions that support business objectives and goals. -Education -This job requires the following: -Bachelor's Degree in an Engineering related discipline -Work Experience -This job requires the following: Assistant Area Engineer I -6 years in Transportation engineering -(Experience can be satisfied by full-time or prorated part-time equivalent) -Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. -Related graduate level education may be substituted for experience on a year per year basis. Assistant Area Engineer II -7 years in Transportation engineering including 3 years as a Licensed Professional Engineer (LPE) -(Experience can be satisfied by full-time or prorated part-time equivalent) -Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may be substitute for supervisory/managerial experience. -Related graduate level education may be substituted for experience on a year per year basis. -Licenses and Certifications -The following Licenses and/or Certifications are required for this job: -Licensed Prof. Engineer -Class C Drivers License -Safety Impact Certificate (completed at time of hire) -Other Conditions: -Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. -This position is Safety Impact by responsibilities, and will be subject to random drug testing. -Safety Impact certifications are not required at the time of application.
