Learns to review and process utility permit requests from public utility companies, common carriers and others placing facilities on public highway right-of-way in a district permit office. Work requires extensive contact with private entities. Employees at this level perform assignments following specific instructions and are subject to review by the immediate supervisor. -Duties -The essential duties for this job include: -Assists Motor Carrier Division (MCD) Permit Operations with local routing issues and up-to-date roadway changes for the transport of oversize/overweight loads on Texas highways. -Coordinates movement of extra large loads with MCD, maintenance and other districts. -Maintains permit documentation, records and plan sets. -Requests survey information from right-of-way. -Reviews and processes driveway permits. -Reviews and processes oversize/overweight permits, determines location of structures and construction procedures for minimum disruption of the roadway function. -Reviews plats and survey data related to permits and interprets plans. -Works closely with city and county agencies and coordinates the departmental review of site plans for developments abutting the state right-of-way. -Performs other job responsibilities as assigned. -Competencies -The required competencies for this job include: -Communicate effectively -Applicable laws, rules and regulations -Public relations for maintaining effective working relationships with individuals and groups -Reading and interpreting applicable plans, schematics, blueprints and maps -Prioritizing and organizing work assignments -Communicating technical information effectively -The use of personal computers and applicable programs, applications and systems -Maintaining a safe working relationship -Reviewing and inspecting utility or related highway permits -Issuing permits and directing routes -Education -This job requires the following: -High School Grad or Equivalent in general high school duties -Work Experience -This job requires the following: -3 years utility, permit, administrative support, clerical, or related experience -Experience can be satisfied by fulltime or prorated parttime equivalent -No supervisory experience required. -Related College education or relevant technical training may be substituted for experience on year per year basis. -Licenses and Certifications -The following Licenses and/or Certifications are required for this job: -Safety Impact Certificate -Valid Driver License at time of application Other Conditions: -This position is determined to be Safety Impact by responsibilities, it will be subject to random drug testing.
