Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to administer or resolve financial/budgetary related activities or problems. Work requires contact with executives, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Financial Analyst IV: Performs advanced and complex financial analysis and budgetary related work on behalf of the agency and administers systems developed/maintained to oversee programs. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to administer or resolve financial/budgetary related activities or problems. Work requires contact with executives, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. -Duties -The essential duties for this job include: Financial Analyst III and IV: -Analyzes trends and prepares complex forecasts/projections. -Compiles, reviews, analyzes, and evaluates financial and/or capital improvement related data; prepares reports and responds to inquiries. -Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of documentation. -Reviews and analyzes financial and capital improvement related data, modeling activities, budgets, reports, and monitors/prioritizes requests for project(s) assistance. -Performs other job responsibilities as assigned. -Competencies -The required competencies for this job include: Financial Analyst III and IV: -Generally accepted accounting principles, procedures and terminology -Financial analysis methodologies -Analyzing complex business and technical problems and developing, recommending and implementing effective solutions -Overseeing and coordinating projects and program activities -Communicating complex ideas and information clearly, concisely and effectively -Education -This job requires the following: Financial Analyst III and IV: -Bachelor's Degree in Accounting, Finance, Economics, Business, Public Administration or related field -Work Experience -This job requires the following: Financial Analyst III and IV: -5 years Financial analysis work -Experience can be satisfied by fulltime or prorated parttime equivalent -Related graduate level education may be substituted for experience on a year per year basis OR Current certification as a Certified Public Accountant (CPA) may be substituted for two (2) years of the required experience. -No supervisory experience required. -Licenses and Certifications -The following Licenses and/or Certifications are required for this job: Financial Analyst III and IV: -Valid Drivers' License Other Conditions: -None -Conditions of Employment -Conditions of employment can be found at: http://ftp.dot.state.tx.us/pub/txdot-info/hrd/careers/standard-conditions.pdf -Remarks -Resumes are accepted for additional information, but you must complete the online State of Texas application to include a summary of your work experience.
