DEFINITION -Inspection, technical, administrative and supervisory work related to the enforcement and interpretation of the state building code, the local zoning ordinance, and other applicable regulations; all other related work as required. -ESSENTIAL FUNCTIONS -1%- Inspects buildings and alterations to buildings for compliance with the state building code. Enforces the City's zoning ordinances, flood plain regulations; enforces the requirements of special permits issued by the zoning board of appeals or the planning board, and the rules and regulations of the handicapped law, and all other applicable statutes, rules, and regulations. Review plans for building construction or alteration to determine compliance with state codes, local zoning ordinances, and other applicable regulations. Investigates and documents complaints of alleged building code and zoning violations and takes appropriate actions as required. Responds to inquiries from property owners, banks, real estate firms, and the general public; explains building code regulations and bylaw provisions; explains procedures and assists applicants in completing required forms; discusses construction methods and materials with builders, architects, engineers, and developers in order to ensure compliance with applicable codes and regulations; confers with the Building Commissioner on difficult cases. Assists the Building Commissioner with administrative functions including documentation/data entry of inspections; issues building permits; coordinates inspections and appointments; responds to telephone and mail inquiries. Acts as Building Commissioner in his/her absence and the absence of the Assistant Building Commissioner. Performs similar or related work as required or as situation dictates. -MINIMUM QUALIFICATIONS -Education and Experience- High school graduation and three years of experience in the supervision of building construction or design; Associates degree in a field related to building construction or design preferred; or any equivalent combination of education and experience. -Knowledge, Ability and Skills- Requires a thorough knowledge of the materials and methods of building construction and of the state building code, local zoning bylaws and other applicable state statutes, rules and regulations, ordinances and bylaws. Ability to read and interpret blueprints, drawings, and plans. Ability to interpret and enforce regulations firmly, tactfully, and impartially. Ability to deal appropriately with the general public and members of the building community. Ability to communicate effectively in written and oral form. Ability to operate a computer and keyboard. Massachusetts Class D driver's license required. -PHYSICAL REQUIREMENTS -Minimal physical effort required when performing functions under typical office conditions; moderate to strenuous effort required periodically in the field.Frequently required to stoop, bend and reach.Must be able to access all areas of a construction site.Frequently required to spend six to eight hours walking or standing. -MISC.
