  • Responsibilities

    Job Description

    • Demonstrates regular and predictable attendance.

    • Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.

    • Greets and screens persons entering the Human Resources Department; responds to health insurance inquiries; receives and screens incoming departmental phone calls and (e.g., responds to routine inquiries, forwards calls to appropriate party, takes messages, etc.); receives, screens and forwards information submitted to department to appropriate individuals.

    • Posts, updates, and balances routine financial information (reconciles financial information) periodically; prepares related financial reports; prepares purchase orders and requisitions; checks, compares and verifies invoices, statements, packing slips and related information; maintains and updates financial filing system. Provides assistance to Director in monitoring departmental budgets. Prepares, tracks and deposits incoming funds.

    • Assists Benefits Manager in coordination of all aspects of Open Enrollment. Prepares Open Enrollment packets. Organizes distribution to county employees.

    • Maintains employment application database, entering applications for employment and running reports as requested.

    • Assists in processing FSA/HRA claim forms. Answers inquiries and assists county employees in completing forms.

    • Assists Human Resources personnel with projects and miscellaneous duties as necessary. May provide back-up to other positions in the Human Resources Department as necessary. Assists with new employee orientation and health insurance orientation. Provides back-up in presenting orientations as needed.

    • Performs administrative duties; produces a variety of memos, reports and correspondence; sorts, screens and prepares departmental mail; ensures department records are maintained within the Records Retention schedule.

    • Produce, maintain, verify, retrieve and print various documents, records and reports (e.g., correspondence, reports, forms, meeting minutes, newsletters, etc.); prepares, distributes, and files correspondence, forms, documents as requested. Audits reports for accuracy.

    • Prepares, organizes and maintains departmental contracts for processing; completes necessary forms and routes to appropriate parties for approval and distribution.

    • Inventories equipment in the Human Resources Department.  Completes annual inventory reports.

    • Meets with outside representatives from companies regarding their programs and products. Schedules sessions for county employees when necessary.

    • Point of contact for drug screening facilities. Instructs job applicants on drug screening procedure. Receives results and informs appropriate department with results.

    • Meets all job safety requirements and all applicable PERRP safety standards that pertain to the essential functions of the position and all agency safety procedures.

    • Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training.

    MINIMUM QUALIFICATIONS:

    Associate’s degree from two-year college or university; and one (1) to three (3) years related experience or equivalent combination of education and experience.

    ADDITIONAL QUALIFICATIONS (AGENCY/DEPT. QUALIFICATIONS):

    Must possess excellent verbal and written communication skills, organizational and teamwork skills.  Must have knowledge of health insurance terminology.  Must maintain strict levels of confidentiality on sensitive issues.  Must have knowledge of processing of purchase orders and invoices and reconciling financial information.  Must be able to work independently.  Must be able to speak effectively before groups of customers or employees of the organization.  Must be proficient in Microsoft Word, Excel, Outlook and other related software. 

    Notary Public*  *May acquire after hire and obtained prior to the end of the probationary period.
