    Job Description

    TSM, an Xator Company, is currently seeking enthusiastic and experienced DPM to join the Unaccompanied Alien Children (UAC) Youth Care Team. The DPM will play a critical role in supporting the future growth and execution of the business. This candidate must have excellent written and oral communication skills and must be able to effectively interface with staff and management of all levels. The ideal candidate should have strong collaboration skills, be able to manage multiple, potentially conflicting, assignments, while ensuring accuracy, adherence to documentation standards, and timely delivery of all work products.

    With nearly four decades of U.S. Government contract experience, TSM has a proven ability to rapidly address challenging requirements by recruiting, training, and fielding personnel who remain focused on and dedicated to our customers’ missions, to include providing support in extremely challenging work environments.

    POSITION OVERVIEW:

    DEPUTY PROGRAM MANAGER (DPM) – DAY SHIFT

    We have an exciting full-time opportunity for a well-qualified DPM overseeing the entire UAC Youth Care Team. The UAC Team Lead holds responsibility for managing a team of up to approximately 500+ personnel.

    Because of the sensitivity of the UAC population, our staffing approach places significant focus on personnel oversight. Our team is in place to monitor activities and to provide escort services to support UACs, ensuring their stay is as minimally restrictive as possible while in ORR care. To that end, we use UAC Monitors to maintain positive visibility and control of assigned UAC areas during day, mid, and night work shifts. Each shift is led by a Shift Manager, who along with Shift Supervisors and Team Leads manage our Monitors and to ensure 100%, continuous coverage of all monitored areas. In addition, we assign translators to each team to rapidly address and accurately respond to emerging activities.

    ESSENTIAL JOB FUNCTIONS:

    • Responsible for supporting the TSM Program Manager to monitor and mitigate risks and ensure projects meet technical, schedule, cost and quality objectives.
    • Key member of the Business Unit executive team, working with Program Managers, PMO staff, and Project and Functional Leads to ensure successful delivery of mission-critical capabilities.
    • Serve as the primary interface with Government clients.
    • Ensures the effective and efficient supervision of the full TSM on-site Youth Care Team and TSM Program Management Officer (PMO) staff.
    • Provides detailed documentation of supervision by completing a supervisory log for all staff supervised.
    • Completes all required documentation that pertains to this position in a timely fashion that may include daily reports.
    • Ensures appropriate shelter care and line of sight supervision of unaccompanied minors by assigned staff is handled appropriately and is organized.
    • Provides staff with ongoing feedback, communicates frequently with shift supervisors.
    • Participates in ongoing meetings, conferences, training programs as required.
    • Provides coverage for assigned staff when needed.
    • Responsible for adhering to ORR and other state regulations.
    • Reports significant incidents in accordance with ORR policies and procedures.
    • Works closely with counselors and care coordinators to ensure communication.

    OTHER DUTIES:

    • Performs duties in a safe manner.
    • Follows the corporate safety policy.
    • Participates and supports safety meetings, training and goals.
    • Ensures safe operating conditions within the area of responsibility.
    • Encourages co-workers to work safely.
    • Identifies close calls and/or safety concerns to supervisory personnel.
    • Maintains a clean and orderly work area.
    • Assists in active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO, AAAHC, and other mandated regulations/standards.

    QUALIFICATIONS

    • Bachelor's degree in Business or related field of study required
    • At least 15 years of relevant experience required
    • Demonstrated success in leading IC Programs and/or Divisions
    • In-depth knowledge and experience with planning and oversight of large programs in the operations area
    • Track record for managing complex technical projects with aggressive schedules
    • Excellent communication, collaboration and interpersonal skills
    • Must be well-organized and detail-oriented
    • Comfortable working in a fast paced, collaborative and dynamic work environment
    • PMP certifications strong desired

    PHYSICAL REQUIREMENTS:

    • Must be able to sit for more than 8 hours per day
    • Must be willing to work overtime if necessary
    • Must be able to use an elevator or walk up and down stairs
    • Must be able to lift up to 40 pounds and carry up to 10 feet
    • Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above and below shoulders
    • Must be able to read and interpret handwritten and typewritten print
    • Must be able to communicate by voice and detect sound by ear
    • Must be able to pass a criminal background investigation
