Definition Under general supervision, performs a wide variety of professional accounting duties including preparing and analyzing accounting records, statements and other financial reports; analyzing, developing, and assessing conformance with accounting procedures; and participating in budget preparation and control. Distinguishing Characteristics The Accountant I/II class has two salary levels, and positions in this class are flexibly staffed. The Accountant I is the entry level in this class series. Initially, incumbents work under close supervision, and are given detailed instructions in the performance of routine tasks that are more structured and repetitive than those assigned to the Accountant II. As skills and knowledge are developed, incumbents are expected to perform increasingly responsible and difficult assignments. Incumbents may advance to Accountant II after demonstrating the ability to perform the full journey level duties of the class, which generally requires two years of experience as an Accountant I. The Accountant II is the journey level in this class series. Incumbents work under general supervision and are expected to be proficient in performing a variety of responsible and difficult professional accounting assignments. Incumbents at the journey level may provide lead direction and guidance to entry level Accountants and other accounting staff. This class is requires the application of professional general accounting principles, as well as ability to analyze, evaluate and interpret laws, regulations, and financial transactions. The Accountant I/II is distinguished from the Senior Accounting Technician class in that the latter is a paraprofessional class that does not require the application of professional accounting knowledge. It is further distinguished from the higher class of Accountant III, in that the latter class is the supervisory and advanced journey level class that requires regular, continuous performance of the full range of supervisory duties, or the application of specialized, technical expertise required of the position. Essential Functions Duties may include, but are not limited to, the following: * Prepares, reviews, reconciles, processes, and approves various accounting documents and transactions such as journal vouchers, purchase orders, requisitions, and invoices; makes complex or difficult adjustment entries and transfers of appropriations. * Participates in the posting, balancing and reconciliation of the general ledger, subsidiary accounts, and bank statements. * Prepares a variety of detailed accounting, statistical and/or financial statements or reports; including various financial reports to State, Federal, and other outside agencies. * Analyzes and interprets a wide variety of fiscal data and documents; assembles and analyzes accounting records and other supporting technical and statistical data; reviews various source documents and laws, regulations, and ordinances for fiscal impact. * Examines, analyzes and verifies fiscal documents and accounting systems to ensure accuracy, completeness, adherence to established fiscal controls, and to ensure compliance with regulations, laws, and standard accounting principles and procedures. * Analyzes and initiates changes in accounting practices, procedures, and techniques necessary to meet reporting requirements; evaluates the adequacy of internal accounting controls, systems, records, and procedures. * Performs a variety of tasks in support of the ongoing budget process; establishes new accounts and budget controls; assists in the preparation, analysis and review of estimated revenues, reimbursement, expenditures, fund balances and other proprietary and budgetary accounts; responds to requests from management for budgetary data analysis, projections, etc. * Researches and analyzes transactions to resolve problems; examines accounting transactions to ensure accuracy; corrects financial records as necessary; and performs comprehensive financial activity studies as directed. * Performs specialized professional accounting work in such areas as systems, audits, payroll, tax accounting, cost accounting, special districts accounting, claims, grants, etc.; participates on project teams. * Performs related duties as assigned. Employment Standards Education: A Bachelor's Degree or higher from an accredited college or university in Accounting, Finance, Auditing, Economics, Public or Business Administration or a closely related field including completion of 120 semester units with a minimum of 12 semester units in accounting.
