    Major Duties

    • If selected at the GS-13 level, duties will be performed in a developmental capacity.
    • Incumbent is the Defense Logistics Agency (DLA) Headquarters Senior Staff Acquisitions Program Manager in the Acquisitions Management Directorate.
    • Responsible for implementing and managing a variety of programs that shape and support the Agency’s overall Supplier Relationship Management Program.
    • Responsible for programs, policies, plans, systems, and procedures in support of one or more of the following: Enterprise Acquisition Metrics, Strategic Material Sourcing, Performance Based Logistics, Life Cycle Logistics, and/or Strategic Alliances.
    • Advisor to DLA senior leaders, the Office of the Secretary of Defense, Military Departments, and Industry on unusually difficult and highly controversial aspects of problems and improvement projects associated with Acquisition Programs.
    • Provides program advice and guidance in the form of overarching policies to DLA’s internal and external customers.
    • Responsible for programs involving areas of acquisition management, personnel, budgets, and accounting disciplines.
    • Accounting disciplines include finance, systems, management (cost) accounting, management and leadership theories, techniques, and disciplines, organizational structuring, productivity enhancement and government reinvention principles.
    • Responsible for the resource and budget of Programs; budget, cost/workload analysis, activity-based costing, manpower and organization structure planning, policy, reporting and management of various Programs.

    Qualification Summary

    To qualify for an Acquisition Program Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with advanced principles, theories, and practices of Acquisition Program Management. Displayed knowledge and experience with Acquisition and logistics operations management processes applied in the development of new concepts, strategies, tailored logistics support methodologies/arrangements, policies, procedures, practices, metrics, and systems. Experience providing recommendations for strategic management of an Agency's acquisition program implementation initiatives, and critical issues. Knowledge and skill to plan, organize, and lead integrated process teams, and to negotiate effectively with members of DoD, Joint Service, Joint Government/Industry Executive Councils, Teams, Internal/External Integrated Process Teams, Working Groups, and management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
