    Major Duties

    • As an Administrative Support Specialist, you will be responsible for the following duties:
    • If selected at the GS-07 level, duties will be performed in a developmental capacity.
    • Serves as the Human Resources Operations front office administrator, providing comprehensive executive administrative and clerical support to the Human Resources (HR) Operations Director and Deputy Director.
    • Review and process requests for personnel actions (RPA) for administrative completeness, accuracy, and compliance with established guidelines.
    • Research and interpret regulations, policies, and reference materials to draft and prepare executive-level correspondence, reports, and briefing materials.
    • Oversee and coordinate the HR onboarding schedule across multiple office locations and updates orientation materials.
    • Coordinates workflow routing and approval processes for RPA, transmitting completed actions to appropriate HR Operations teams.
    • Generates and distributes training compliance reports from the Learning Management System (LMS) for leadership review.
    • Manage assignments received via the Task Management Tool (TMT), ensuring accurate assignments, quality review of responses, and timely completion.
    • Provides administrative control and oversight of user permissions for the organizational shared drive, ensuring authorized access and proper documentation.

    Qualification Summary

    To qualify for an Administrative Support Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-05 level under other pay systems in the Federal service, military, or private sector. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-07: With assistance, reviews requests for personnel actions to verify the completeness of basic information. Assisting in the preparation of official correspondence, information papers, and meeting minutes by drafting and editing content under supervision. Uses office systems to track organizational taskers within the timekeeping system to validate timekeeping activity. With assistance, schedules meetings, visits, and directorate-level events by managing calendars and coordinating basic logistical requirements. Applies records management procedures to maintain and safeguard official records on shared network drives. GS-09: Independently reviews and processes a variety of personnel actions, analyzing them for regulatory compliance, and resolving discrepancies with supervisors. Serves as a primary task manager by analyzing, assigning, and ensuring the timely completion of tasks, to include performing quality review of responses. Independently plans and coordinates logistical and administrative support for large-scale meetings, conferences, or organizational programs such as employee onboarding. Analyzes administrative processes to identify inefficiencies and recommend improvements to leadership. B. To qualify based on education in lieu of specialized experience, you must possess: GS-07: One full year of graduate-level education or superior academic achievement GS-09: A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-07 and GS-09 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-07 and GS-09. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
