    Major Duties

    • Oversee operational HR support to DLA and shared-service customers.
    • Providing expert leadership and direction in establishing and maintaining a human resources program that responds to management requirements and employee needs, and assuring optimum productivity and goal attainment....
    • CONTD: in all HR program functions, to include HR Operations, HR Information Systems and Analytics, Military Personnel, Manpower, and Support, Payroll and Travel, and Learning, Development, and Readiness.
    • Developing operating plans and procedures for the fulfillment of program objectives and regulatory requirements.
    • Providing representation at staff briefings and conferences, or on special committees, to furnish advice and guidance.
    • Initiating studies and analyses of Human Resources management for both short and long range plans and recommending new approaches to program requirements.
    • Keeping appraised of the latest HR policies and procedures released by the Office of Personnel Management, DoD Civilian Personnel Advisory Services, and DLA.

    Qualification Summary

    To qualify for an Assistant Human Resources Officer, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Leading large-scale civilian human resources programs and providing authoritative guidance to senior leaders on various HR functional areas. - Overseeing geographically dispersed or varied HR directorates and ensuring continuous process improvement across operational units. - Managing the modernization of HR information systems or business processes to optimize the efficiency of human resources service delivery and incorporate best business practices. - Applying expert knowledge of federal HR laws to resolve complex personnel issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
