Qualification Summary
To qualify for Business Systems Program Manager, your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Develops IT program policies, procedures, and practices for systems ensuring DLA is responsible, accountable, and in compliance with overarching directives and guidance. Plans, directs, controls, and ensures the integration of enterprise activities for major functional and complex programs, including programs and applications residing on a platform like ServiceNow. Leads and manages an organization through subordinate supervisors by providing leadership, direction, and guidance in the coordination and integration of multiple business systems efforts across the agency ensuring effective solution-based performance of the assigned programs are met for the design, build, and testing of those capabilities. Assures industry standard project management methodology is implemented for maximum effectiveness, efficiency, and success of assigned IT programs and IT sustainment. Experience leading and mentoring project managers in support of programs within your purview. Directs programs to facilitate the effective, efficient, and most productive utilization of resources and successful accomplishment of the agency's primary mission. Understanding how resources can be maximized to get the most return on investment for an IT platform like ServiceNow and all of the products and applications that operate on the platform. Experience working with IT platforms and applications, for example ServiceNow and products residing on the platform, understanding how applications on the platform interconnect to support a connected enterprise. Ability to conceptualize future interactions of all use cases on an IT platform and be able to communicate how to maximize the investment of resources on the ServiceNow platform. This position will be the Enterprise Platform Owner (ServiceNow) within J6, managing the core platform team and supporting use case teams across J6 to maximize usage of resources and create a connected platform level environment for providing an enterprise picture of activities across DLA.
