    Major Duties

    • Serves as the agency’s senior technical authority on product engineering of petroleum, petroleum products, fuel additives, coal, lubricants, and alternate fuels.
    • Determines necessary product testing, maintains item-specific data requirements and master data, and addresses product-related complaints.
    • Provides technical expertise on the technical aspects of energy product applications, production, refining, measurement, sampling, storage, and transportation.
    • Determines the acceptability of bids to provide alternate items to specifications and exceptions (referrals).
    • Coordinates decision with the using activities and or assigned military engineer support activity and resolves all issues, conflicts, and concerns.
    • Acts as the Contracting Officer Technical Representative (COTR) and provides Statement of Work and Purchase Requests for supporting laboratory contracts.
    • Coordinates the work of supporting scientists, engineers, environmentalists, and senior contracting personnel in order to resolve these technical conflicts.
    • Maintains and oversees the Enterprise Business System (EBS) Petroleum Quality data.

    Qualification Summary

    To qualify for a Chemist, your resume and supporting documentation must support: 1. Basic Requirement: A. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Applicants MUST submit a copy of transcripts showing they meet the basic requirements outlined in A or B. AND Specialized Experience: In addition to the Basic Requirement, one year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement Creditable specialized experience includes: Interpret technical requirements and specifications to handle interrelated, emerging, and conflicting nature of Federal, State, and local environmental laws and regulations that govern the management of hazardous material. Analyzing items for compliance to standards and requirements, documents outcomes of tests and analysis, and mitigates issues as necessary. Establish and implement long-term projects and studies to resolve petroleum, petroleum product, and alternate fuel chemistry, specifications, measurement, transportation, storage, and handling problems. Resolves major conflicts between technical requirements, environmental concerns, storage and transportation issues, packaging requirements, measurement, and product availability. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
