    Major Duties

    • Provide support of the technical guidance and program management for the Pre-Award Contracting workload to new Pacers from the time they begin employment until they transition into the workforce.
    • Conduct on-the-job and Micro-SAT, Large Purchase, Long-Term Contracting and PR411 classroom training on Pre-Award Contract Specialist functions to include a working knowledge of advanced Pre-Award Contracting principles, guidelines and practices.
    • Determine how training can be effectively used to improve organizational performance, correct deficiencies, and resolve problems that impact several areas of the Center’s functional career management programs.
    • Keep abreast of technical changes in the various functional fields, including new regulations, policies, and directives governing operations; new and revised computer systems; and current business and industry practices.
    • Create and update training material to ensure its accuracy and completeness.
    • Assess, track, and report progress and proficiency of Pre-Award Contracting Pacers while in the Pacer Center.
    • Serve as a warranted Contracting Officer possessing at least a Simplified warrant.

    Qualification Summary

    To qualify for a Contract Specialist (Instructor), your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and Contracting Officer Requirements above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cutoff/ closing date of the announcement. Creditable specialized experience includes: Interpret and apply DoD/DLA contracting laws, regulations, policies and procedures relating to Pre-Award. Complete Simplified and Large Purchase buys and Long-Term Contracts. Analyze and evaluate functional requirements for training needs. Conduct Contract Specialist training one-on-one or in a group setting. Assess performance and provide feedback both orally and in writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
