    Major Duties

    • Provides technical oversight and surveillance of both service and commodity contracts in support of the National Defense Stockpile (NDS).
    • Monitor performance requirements and Acceptable Performance Levels in accordance with the Performance Work Statements (PWS), and the Quality Assurance Surveillance Plan (QASP).
    • Implements and maintains the QASP and measure contractor performance to the requirements, terms, and conditions of the contract.
    • Implements and maintains appropriate inspections, audits, monitoring, and surveillance plans. Reviews procurement documents for technical accuracy and adequacy.
    • Develops procurement documents, to include PWS, independent government cost estimates, source selection evaluation criteria, and reporting requirements for the NDS.
    • Expertly monitors status of contractor performance, verifying progress by performing in-depth reviews and analysis.
    • Provides detailed reports of findings, inspection results, problem areas, and conclusions to the Contracting Officer.

    Qualification Summary

    To qualify for a Contracting Officer Representative, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert knowledge and skill in contract management, scope writing, managing multiple contracts with completing timelines, and understanding paying invoices. Expert knowledge in contract administration policy and procedures to monitor contract performance through a combination of means, to include modifications, change orders and terminations. Knowledge of and skill in applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the Procurement process area. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
