Major Duties

• Planning, directing, executing, and administering nationwide programs for inventory, facility, and operations management of for the industrial, raw, and semi-processed strategic and critical commodities within the National Defense Stockpiles (NDS).
• Oversees the development, implementation, and depot integration of all environmental, safety, and occupational health plans, regulatory compliance, process, and procedures.
• Exercises staff responsibility for mission operations, programs, budget, and manpower resources.
• Administers nationwide policies for the lifecycle inventory management of NDS commodities, directs the comprehensive oversight of all NDS depots to ensure operation under the highest standards of security and efficiency.
• Oversees strict inventory control processes to maintain 100% accountability of high-value strategic assets across all locations to ensure full compliance with the NDS Transaction Fund Audit.
• Develops nationwide policy and procedures related to storage, space, and transportation requirements; methods of preserving or repackaging materials for the organization’s strategic and critical commodities at supply distribution depot facilities.
• Ensures organizational work plans, short and long-range schedules, priorities, assignments, and positions structures effectively, efficiently, and economically carry out the mission of the organization.

Qualification Summary

To qualify for a Director of Material Management, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Planning, directing, and executing an organization's supply and inventory management of raw and semi-processed strategic and critical commodities for the National Defense Stockpile. Leading an organization's environmental, safety and occupational health and storage operations programs for mineral commodities and stockpile operations. Advising on internal controls, program policy, and best practices for stockpile nationwide operations projects, plans, policies, and continuity of operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
