Major Duties

• Serves as specialist and technical advisor for the control and standardization of quality assurance responsibilities.
• Assesses the compliance of SP performance to established requirements through various surveillance methods.
• Implements the Quality Assurance Surveillance Plan (QASP) for these functions and documents the Service Provider's (SP's) performance.
• Plans, coordinates, and conducts inspections to ensure the Service Provider (SP) is performing at the acceptable performance levels and meeting the established performance criteria.
• Assesses service quality relative to the operations and procedures for - Receiving - Inventory, Transportation and Shipping Operations, Packaging and stock readiness program.
• Storage and warehousing operations and Surveillance of care of supplies in storage (COSIS).
• Determines methods of accumulating data to best reflect results, and, if required, to assist the SP in isolating the cause of a problem based on analysis of data obtained from implementation of the SP's Quality Control/Customer Satisfaction Plan.
• Monitors, surveys, and develops monitoring and surveillance schedules for storage and inventory functions.
• Provides technical assistance to the SP and CGA staff.

Qualification Summary

To qualify for a Distribution Facilities Specialist, your qualifications must include: A. Specialized Experience: To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge of the mission, organization and work processes of the distribution and supply management program throughout the assigned organizational areas and their relationship to each other. Statistical process control techniques to collect, analyze and evaluate data. Reviewing, analyzing and preparing complex reports. B. Education: To qualify at the GS-11 grade level based on education in lieu of specialized experience, applicants must possess Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. C. Combination of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentage~ must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the grades GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
