    Major Duties

    • Hand embroiders a large variety of intricate designs and patterns on colors and standards.
    • Closely observes colors and shadings indicated on guides and ensures that the proper shades are selected to reproduce exact blend and shades of color indicated.
    • Utilizes both hands with equal skill to provide for same stitching on top as on reverse side, and works from top to bottom, guiding needle in underside of material with fingers.
    • Appliques separate lettering and cut pieces and arranges them on the proper side of the flags in order to produce the same design and lettering on both sides.
    • Responsible for producing custom designed military flags and certificates utilizing intricate hand embroidery.

    Qualification Summary

    Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. The SOE and minimum qualifications for this position is: Ability to do the work of a Fabric Worker without more than normal supervision (SOE): Perform the common tasks of the job to be filled but under close supervision, such as hand embroidering a large variety of very intricate designs and patterns on colors and standards including flags. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, individuals need to demonstrate the ability to perform the common tasks of the job to be filled as well as more complex duties such as: embroidering a variety of intricate designs and patterns on colors and standards including Presidential flags, flags for cabinet members, and various organizational flags; able to read and understand blueprints, interpret drawings and specifications to select proper shade of thread to reproduce the exact markings of a the design outline; and equal skill in both hands when stitching through as many as three or four thicknesses where appliques of various colored background meet and in appliqueing separating lettered and cut pieces, arranging them properly on flag to produce the same design and lettering on both sides. Physical Effort: Work requires sitting for long periods and continually using arms, hands and fingers in positioning materials and needle. Individual is required to lift wooden frames weighing approximately 10-15 pounds when mounting flags. Working Conditions: Works in well-lighted, heated, and ventilated area. Possibility of minor injury caused by puncturing finger with needle (when exerting pressure to push through several layers of cloth), by splinters from frames when mounting flags, or from bruises to legs or feet should flag frame slip or be pushed from its supports.
