    Major Duties

    • This position serves as a Program /Financial Analyst serves as the subject matter expert responsible for providing technical and management support to DLA Enterprise for financial reconciliation programs, cont.
    • (i.e. ULO, UDO, Negative Payables) and DAR-Q Programs. The responsibility for this position includes business and requirements integration database management for DLA enterprise wide.
    • This position works with Finance J8 to provide Senior Leader reports to disclose Unliquidated Obligations that do not have a legal basis, or are not properly authorized and supported by appropriate documentation. Cont.
    • Provides recurring updates to Senior Leadership and develops comprehensive ULO/UDO database reflecting which requirements have been completed and closed out; and under which no future expenditures are expected.
    • Ensures the receipt of program/budget guidance from external authorities, prepares budget guidance and coordinates budget requirements across the enterprise.
    • Monitors the use of resources in support of DLA’s strategic plan.
    • Reviews the overall financial hierarchy structure requirements in relation to the requirements defined by the approved budget.
    • Analyzes and articulates the agency-level financial and business management reports.

    Qualification Summary

    To qualify for a Financial Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Budgeting experience; including but not limited to planning, programming and execution of sound fiscal budgets within an assigned organization(s). Programming authority related to midterm and long-range resource allocation, and financial performance goal setting. Conducting complex financial analysis using qualitative and quantitative methods, such as evaluating KPIs, performing variance analysis, forecasting cash requirements, or analyzing cost accounting data. Applying federal financial laws, regulations, and policies (e.g., DoD FMR, OMB guidance, PPBE processes, appropriation law) to develop recommendations, resolve budget issues, or ensure audit readiness and internal control compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
