    Major Duties

    • Serves as DLA Human Resources Operations special projects program manager.
    • Conducts detailed, extensive studies related to all areas of human resources management to include cost, resource planning, staffing, management, corporate planning support, and government reinvention efforts.
    • Provides management advisory service and authoritative policy interpretations on highly complex agency-wide or other issues such as re-engineering and improving HR Processes.
    • Identifies processes to be reviewed for efficiency and improvement of workflow, redistribution of work in order to increase efficiency, and elimination of waste processes in order to increase quality control and improve customer service.
    • Provides advice to program managers on the development of solutions to especially complex and difficult problems.

    Qualification Summary

    To qualify for a Human Resources Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Utilizing subject matter expertise of Human Resources Management principles, concepts, regulations, and practices of recruitment and staffing, position management, and classification to design and implement long and short-range plans. Ability to collaborate with and lead management in employing change process concepts, and techniques. Evaluating and making recommendations concerning overall plans and proposals for major projects. Presenting to all levels of management clear and concise recommendations and findings on highly visible or sensitive issues, and/or selling or implementing new ideas and concepts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
