    Major Duties

    • Serves as a senior Human Resources Specialist providing comprehensive analytical, operational, and programmatic support to the DLA Senior Executive Service (SES) Program Manager within the DLA Human Resources (J1) enterprise.
    • Conducts research, prepares background materials, drafts correspondence, and develops briefings for senior leadership.
    • Performs complex analyses of HR proposals, initiatives, and plans to assess alignment with Agency strategic objectives.
    • Conducts workforce and program impact analyses related to major HR initiatives, systems changes, or new requirements.
    • Represents the SES Program Manager on working groups addressing HR policy, strategic planning, workforce initiatives, and operational improvements.
    • Assists with competency assessments and identification of development needs across HR career programs or functional areas.

    Qualification Summary

    To qualify for a Human Resources Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: -Coordinating executive recruitment, staffing actions, onboarding, and performance management. Led complex evaluations to improve workflow, policy implementation and program execution. Ability to represent Executive level Program Managers on Agency and interagency workgroups, providing expert analysis on HR policy, workforce initiatives, and strategic planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
