    Major Duties

    • Serves in DLA Human Resources, Training as project officer and senior subject matter expert for a variety of initiatives, projects, programs, and policies.
    • Assists the Training Director, Deputy Director, and Training Division Chief in the creation and implementation of enterprise DLA Human Resource Development programs and objectives in training and workforce development.
    • Serves as action officer for the interpretation, coordination, and implementation of agency policies and procedures in the areas of training and career development.
    • Reviews training operations and requirements to determine actions needed to address problem areas and increase program effectiveness.
    • Assesses new Department of Defense and Defense Logistics Agency requirements to determine impact on DLA Human Resource Development policies, plans, and procedures.
    • Develops new and modifies plans, programs, and procedures that result in significant changes in program operations which may serve as a basis for future guidelines.
    • Briefs executive level management on Human Resource Development programs, projects, procedures, and policy initiatives.

    Qualification Summary

    To qualify for a Human Resources Specialist (Human Resource Development), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Contributing analysis or research in the development or review of training policy or programs. Assisting with project management to establish, review, or alter workforce development or training programs. Assisting in the design of training programs to ensure alignment towards organizational goals or agency strategic plans Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
