    Major Duties

    • Serves as the DLA Military Personnel senior military HR analyst and technical advisor for all Military Personnel matters for all serviced Department of War (DoW) customers, to include Military Personnel, Reservists and National Guard members.
    • Develops and interprets military personnel policies; resolves complex problems where established procedures are inadequate, tailoring solutions to customer and service component requirements.
    • Manages military personnel programs for DoD customers, including assignments, pay, promotions, and evaluations, ensuring compliance and consistent support across diverse military branch regulations.
    • Conducts comprehensive studies and in-depth analyses of military HR processes and trends; develops strategic recommendations for customer leadership to enhance the effectiveness of their military HR support.
    • Liaises with military Service headquarters and talent workforce agencies to resolve emerging manning transitions and forecast personnel requirements across all branches for serviced DoD customers.
    • Manages daily military HR operations for DoD customers, ensuring accuracy and procedural compliance for all personnel actions, including evaluations and leave programs, per each service's distinct policies.

    Qualification Summary

    To qualify for a Human Resources Specialist (Military), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Planning and overseeing Military HR personnel management programs to evaluate program effectiveness and adherence with laws, regulations, policies and practices. Conducting complex military personnel analyses and developing solutions to improve personnel, pay, and administrative processes across multiple services. Analyzing Active Duty and Reserve personnel programs and recommended improvements to assignments, evaluations, pay, and other human resource functions. Leading studies to identify administrative gaps and recommended policy or process changes to improve organizational efficiency and mission support. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
