    Major Duties

    • Serve as the Senior Joint Human Resources Specialist managing enterprise-wide manpower requirements, authorizations, and end-strength for the Defense Logistics Agency Joint Reserve Force across the Air Force, Army, and Marine Corps.
    • Oversee comprehensive personnel actions, rating schemes, and readiness tracking (medical/dental) for over 350 reserve billets to maintain a wartime readiness posture for expeditionary missions.
    • Act as the senior recruitment program manager, leading national and international talent acquisition strategies to fill hard-to-recruit locations and high-demand skill sets.
    • Develop recruitment policies and social media branding campaigns, actively promoting Defense Logistics Agency assignments at career fairs and expositions while advising command leadership on strategic initiatives.
    • Research, develop, and reconcile Defense Logistics Agency military staffing policies and manpower documents, collaborating closely with the Services, OSD, and DLA Headquarters.
    • Direct the creation, review, and reclassification of all reserve military position descriptions (PDs), validating requirements for advanced degrees and special skill sets.
    • Manage the Services' officer and enlisted reserve promotion and evaluation boards, ensuring accurate processing, timely submissions, and coordination of post-selection reassignments.

    Qualification Summary

    To qualify for a HR Specialist (Military), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Manages manpower and staffing policies by coordinating with senior leaders and service components to ensure personnel resources are perfectly aligned with mission goals. Manages comprehensive military personnel programs and readiness standards to ensure a qualified and mission-ready force for global deployments. Drives worldwide recruitment and strategic outreach to attract specialized talent and fill critical staffing gaps across all regional commands. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
