    Major Duties

    • Provides expert technical knowledge and technical leadership for developing and revising complex objects which use/modify Information Technology(IT) and Operational Technology(OT).
    • Analyzes user requirements to identify needs, evaluates technical feasibility, suggests alternate approaches, and develops solutions in terms of IT and/or OT system design.
    • Coordinate with the community of interests to translate business and technical requirements to build performance work statement and other pertinent documents.
    • Ensures system documentation is compliant with DLA architectural policy and directives, DLA systems architecture, and the DoD IT Risk Management Framework.
    • Provides expertise to individual project teams to ensure that the software specifications for proposed software and hardware fixes, enhancements and other changes are consistent with both business policy and efficient system performance.
    • Provides expert advice on the impacts, risks and risk mitigation of software development decisions, plans, schedules, designs and specifications.
    • Conducts analysis and develops/executes evidentiary material collection processes to support DLA’s Audit Assertion goals.
    • Develops acquisition artifacts including statements of work, market research, and cost estimates.
    • Under the guidance of a senior team lead, develops program schedules, status updates, and related artifacts to support customer outreach and information flow within the Enterprise Capabilities portfolio and DLA Information Operations.
    • Provides expert advice on the impacts, risks and risk mitigation of software development decisions, plans, schedules, designs and specifications. Acts as a point of contact for interfaces with other systems

    • Researches and analyzes COTS solutions implemented by other commercial and government entities, gathering, analyzing and sharing information such as business processing design and operational support techniques.

    Qualification Summary

    To qualify for an IT Specialist (APPSW), your qualifications must include: A. Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include: Executes oversight of technical efforts performed by vendors to include system development, troubleshooting, and sustainment activities. Reviews Structured Query Language (SQL) or other programming language scripts for accuracy and impact. Leads analysis of system issues and coordination of proposed resolution. Addresses data calls for technical application information, including provisioning of evidentiary matter to support auditor inquiries. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
