    Major Duties

    • Serves as an Information Technology Specialist and a member of a development, administration, and support team.
    • Within assigned areas, serves as a project team leader in the development, testing, deployment, problem analysis and sustainment of assigned AIS projects.
    • Assists and monitors associated activities throughout the Software Development Life Cycle (SDLC).
    • Oversees assignments and projects as delegated and assigned; reports the status of assignments and projects to leadership daily and when necessary
    • Provides Information Technology Specialist support in the area of system, software, and developmental engineering.
    • Serves as a project team leader as assigned and is responsible for the development and support of one or more Automated Information Systems (AIS) projects.
    • Ensures all assigned projects follow DLA Transaction Services and DLA J6 Enterprise Change Management (CM) policies and procedures.
    • Provides technical support to end-users. Provides technical assistance, advice, and consultation to AIS personnel within the organization as well as other organizations.
    • Serves as a software developer and system administrator responsible for the development and monitoring of associated items on all assigned systems.
    • Develops and/or maintains Standard Operating Procedures (SOPs), Software Development Life Cycle (SDLC) documentation in accordance with Agency guidelines.
    • Ensures all assigned projects are in compliancy with the Security Technical Implementation Guide (STIGs)

    Qualification Summary

    To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyzes, diagnoses problems and failures in assigned or associated areas of responsibility and briefs findings when necessary. Develops or helps to develop solutions to resolve the problem and prevent future occurrences and if necessary, provides technical support to associated product vendor. Routinely reviews assigned AIS systems, software applications and operational procedures along with pertinent market research information to ensure overall system efficiency within the current operating environment and for conformance with established operational objectives. Performs feasibility studies concerning proposed engineering changes and provides alternative solutions to current or newly requested processing requirements. Develops and modernizes enterprise processing software, maintaining legacy applications while strategically migrating business functions to modern low-code solutions. Provides input to the solution in terms of required hardware, software, telecommunications architecture, and database (if applicable) design. Designs or facilitates the design of workflows and business processes for mapping requirements, building automated flows, and integrating approvals or routing logic using low code applications. Configures data models for creating tables, entities, relationships, and rules inside existing or future platforms B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
