    Major Duties

    • Serves as the central point of contact for assigned procurements
    • Performs market research to determine availability of products or producers and to develop new sources.
    • Coordinates set asides with the Small and Disadvantaged Business Utilization Office (SADBU) in efforts to expand competition.
    • Obtains and assesses information regarding EEO compliance of potential contractors
    • Obtains price data, audit/cost/price analysis reports, freight rates and develops negotiation objectives.
    • Provides guidance and training to lower grades and new hires.
    • Articulates and communicates to the team the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues review, and deadlines and time frames for completion.

    Qualification Summary

    To qualify for a Lead Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Performing market research to determine availability of products and develop new sources based off those findings. - Reviewing previous history, market conditions, specifications, and/or technical data packages to develop acquisition strategies. - Conducting negotiations regarding procurement price, settlements, contractual changes, terms and conditions, and/or lead-times to meet customer needs, - Investigating and resolving demand planning issues and discrepancies. - Preparing award documents (i.e., purchase orders, delivery orders and/or contracts) and reviewing them for adequacy and completeness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
