Major Duties

• Performs duties as team leader and is responsible to the supervisor for assuring that the work of the team is carried out by performing a range of coordinating and supportive duties and abilities.
• Coach team in selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
• Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.
• Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
• Monitors and analyzes the daily fuel inventory records for Defense Working Capital Funded DLA-owned petroleum inventory at assigned DFSPs for timeliness and accuracy.
• Reviews data in the Fuels Manager Defense (FMD), Enterprise External Business Portal (EEBP) and Enterprise Business System (EBS) to identify errors and ensures timely correction by the processing Defense Fuel Support Points (DFSPs).
• Plans, develops, manages, and evaluates the Fuel Inventory Accounting and Fuel Loss Control Programs for their assigned geographical areas.
• Recommends changes to current policy and procedures to support the accurate and timely identification of fuel losses and inventory accountability for both wholesale and retail operations.

Qualification Summary

To qualify for a Lead General Supply Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expertise in Inventory Accounting and Discrepancy Resolution: Demonstrated experience independently analyzing and resolving complex fuel inventory accounting, billing, and supply chain discrepancies. Experience with applying analytical methods to evaluate fuel data, loss trends, and implement process improvements related to fuel inventory accounting and fuel loss control programs. Hands-on proficiency utilizing automated systems to research, identify, and correct data errors to ensure timely correction by the processing Defense Fuel Support Points (DFSPs). Researching and analyzing accounts to identify discrepancies, determines corrective action, and providing guidance to ensure timely monthly reconciliation. Experience interpreting petroleum regulations (e.g., DoD 4140.25-M) and communicating guidance to military and commercial partners reconciliation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
