    Major Duties

    • Serves as expert advisor and the primary consultant to a group of organizational segments in Labor and Employee Relations.
    • Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals and objectives.
    • Provides expert advice and guidance to supervisors concerning discipline, grievances, appeals, leave administration and performance management.
    • Coordinates concepts with the union regarding changes in regulations, policies and procedures relating to personnel practices.
    • Develops, modifies, conducts and/or oversees the presentation of basic and/or refresher training in employee relations policies and procedures.

    Qualification Summary

    To qualify for a Lead Human Resources Specialist (LER), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Leading ER/LR program operations assigning and balancing workload, establishing priorities, and ensuring alignment with organizational strategic goals. Providing authoritative ER/LR advisory services to supervisors and senior leaders on complex disciplinary actions. Developing and delivering ER/LR training for managers and HR staff on topics such as disciplinary procedures, grievance handling, performance management. Resolving sensitive workplace issues by independently engaging with key management officials to address complex conduct, performance, and labor-relations matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
