    Major Duties

    • Serves as the senior, Lead Staffing Trainer, responsible for developing, conducting and monitoring staffing training for trainees.
    • Trains or arranges for team members to conduct training in accordance with federal staffing laws, regulations, and internal operating procedures.
    • Periodically reviews staffing content of Individual Development Plans (IDPs) to determine if updates are needed based on new processes or requirements.
    • Recommends appropriate changes to IDPs and training guides based on new or revised staffing laws, regulations, and guidance
    • Coaches the team in the selection and application of appropriate problem-solving methods and techniques related to federal staffing and placement.
    • Provides advice to the team on staffing training methods, trainee performance assessments, and assists the team and/or individual members in resolving problems
    • Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

    Qualification Summary

    To qualify for a Lead Human Resources Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Developing, conducting and monitoring staffing training for trainees. Providing technical advice in the administration of the full range of staffing actions. Reviewing staffing IDPs to determine if changes or updates are needed. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
