    Major Duties

    • Serves as a Senior HR Specialist and team leader responsible for providing assistance to the supervisor by completing broad range leader duties while leading civilian HR specialists in accomplishing assigned work tasks.
    • Identifies and distributes work assignments and makes adjustments to assigned work in order to meet deadlines. Reviews completed work to ensure that all instructions and requirements are met.
    • Performs internal placement duties including preparing job analysis, Job Opportunity Announcements (JOAs)-
    • conducting qualification determinations, issuing referral certificates, and completing promotion and placement personnel actions to fill federal civilian positions.
    • Performs external recruitment duties including preparing job analysis, Delegated Examining Unit (DEU) announcements, conducting qualification determinations and adjudicating veterans’ preference.
    • Issuing and auditing referral certificates under category rating procedures, and completing appointment actions to fill federal civilian positions.
    • Provides technical advice to management to provide the widest range of flexibility for providing comprehensive civilian staffing and placement services utilizing innovative methods in locating qualified applicants to complete position fill actions.
    • Ensures timely completion of work and that team members assume vital roles in producing final products.
    • Reviews all job analyses, promotion and placement products, and promotion and referral certificates to ensure all requirements have been accurately considered.
    • Provides advice on pay and leave entitlements and incentive programs.

    Qualification Summary

    To qualify for a Lead Human Resources Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing advice and guidance to management and team members on difficult and controversial federal civilian internal placement and external recruitment problems. Interpreting/developing personnel policies and programs on pay administration, recruitment, reduction-in-force, and relocation, recruitment and retention incentives. Processing a variety of federal civilian HR personnel actions including but not limited to promotion, reassignment, change to lower grade, reinstatement, and appointment actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
