    Major Duties

    • Serves as a Program/Management Analyst in the Office of Public Affairs (DP), Defense Logistics Agency.
    • Serves as the DLA enterprise program manager for public contract award disclosures and primary liaison with OSD PA to ensure daily publishing in compliance with DFARS, resolving complex disclosure issues, and training personnel.
    • Provides administrative management and analytical support to the Public Affairs office (DP) in response to a range of DLA administrative requirements, special projects, agency programs, and budget management and analysis.
    • Serves as the principal financial advisor for the DP office, independently analyzing and resolving complex budgetary issues.
    • Prepares and analyzes the Monthly Operating Plan (MOP), Service Requirements Plans, and financial data for yearend closeout and future fiscal planning.
    • Resolves complex compliance issues requiring significant policy adaptation and negotiates with program managers across the agency to ensure acceptance and implementation of corrective actions.
    • Provides comprehensive administrative and resource management support to the Staff Director/Deputy, Strategic Communications Office, facilitating effective decision making and office operations.

    Qualification Summary

    To qualify for a Management Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Budget analyzing, planning, and executing to identify plans, remaining funding, and recommending solutions to management. Managing an enterprise-wide public contract disclosure program, ensuring daily contract award announcements comply with Defense Federal Acquisition Regulation Supplement (DFARS) regulations. Applying policy recommendations and direction when developing evaluations, oversight techniques. and recommendations. Assisting in preparing correspondence and briefing materials, document plans, and developing reports of findings and recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
