    Major Duties

    • Performs manpower studies designed to measure utilization of manpower resources, identifying future requirements, and recommending the most effective and efficient use of manpower to support mission requirements.
    • Analyzes the wide variety of technical and administrative positions utilized within the areas of responsibilities to determine if current and available resources support the established and/or proposed organization structures.
    • Develops statistical and narrative data to justify proposed reorganizations, transfer or elimination of manpower billets or position restructuring for more productive or efficient use of personnel resources.
    • Provides advisory services to operating or management official on all aspects of manpower utilization and impact of initiatives concerned with downsizing and streamlining of manpower resources.
    • Analyzes and evaluates issues which may include requirements for training, supply, travel facilities, human resources and personnel services, equipment, and information management.
    • Determines if training is adequately preparing employees to meet IT needs and improve performance measurements related to customer satisfaction.
    • Amends training plan to reflect improved requirements identification.
    • Evaluates the effectiveness of short and long-range training strategies.

    Qualification Summary

    To qualify for a Management Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Provides advisory services to operating or management officials on all aspects of manpower utilization and impact of initiatives concerned with downsizing and streamlining of manpower resources Analyzes requirements to determine if they are adequately developed and justified. Reviews directives issued by the Office of Management and Budget, OPM and OSD which impact the manpower resources, mission, and organization of DLA. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
