    Major Duties

    • Serves as a senior analyst for the Defense Logistics Agency (DLA), Office of Business Management (BMO).
    • Provides support for personnel matters and process personnel actions (e.g., recruitment, classification, transfers, reassignments, retirements, awards, etc.) to servicing human resource office.
    • Evaluates staffing matters to ensure compliance with program guidance, directives, authorized billets, and sound management practices.
    • Assists and advises management on forecasting and computing manpower requirements, such as realignments of personnel, distribution of work, efficiency of positions/employees, workforce development, succession planning, etc.
    • Conducts studies on organizational efficiency and productivity and recommends changes/improvements in methods, practices, and procedures.
    • Identifies resources (staff, funding, equipment, facilities) to support varied levels of program operations and/or transfers of function.
    • Represents the office in business meetings, briefings, symposiums, and conferences.

    Qualification Summary

    To qualify for a Management Analyst (Manpower) your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing support and advice on staffing/manpower matters (e.g., recruitment, classification, organizational structure, realignments, transfers, etc.) Conducting studies to assess, evaluate, and improve the efficiency and productivity of programs, methods, practices, and/or procedures of the organization. Evaluating staffing/manpower matters to ensure compliance with program guidance, directives, management practices, etc. Representing the organization in meetings, briefings, symposiums, and/or conferences as well as preparing and presenting speeches and mixed-media presentations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
