    Major Duties

    • Serves as the Staff Director of the DLA Chief of Staff (CoS) Business Management Office (BMO).
    • Advises the DLA CoS and the CoS Portfolio Directors on developing, managing, and directing business resource and operational requirements.
    • Oversee resource and administrative functions, including ERM policy, enterprise IT needs, training management, workforce development, and succession planning.
    • Directs development and coordination of business resource operations to meet DLA goals, including strategic plans, operating plans, and budget.
    • Performs full personnel management for subordinate managers, including selection, evaluation, rewards, and discipline.

    Qualification Summary

    To qualify for a Management and Program Analysis Officer, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing staff leadership and technical oversight across diverse resource operations and administrative functions, ensuring alignment with mission requirements and organizational policies. Directing the development, implementation, and coordination of business resource operations to meet agency goals, performance metrics, and operational outcomes, while integrating the Strategic Plan, Annual Operating Plans, and the Enterprise Annual Operating Budget. Advising senior executives on business management requirements, offering expert guidance on organizational development, operational governance, and enterprise-level business processes to enhance mission performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
