    Major Duties

    • Serving as a DLA Distribution Lean Six Sigma (LSS) Continuous Process Improvement (CPI) project team officer/analyst Black Belt within Office of Strategic Programs Directorate (OSP)
    • Leads, plans, coordinates, and executes LSSCPI projects, Rapid improvements events (RIE), and Just Do Its (JDIs) across DLA Distribution.
    • Utilizes a wide range of analytical, statistical, and mathematical tools, the Black Belt is responsible for defining a quantifiable relationship between the input and output variables.
    • Coaching/advising CPI Sponsors, Champions, Blackbelts, Green Belts, and CPI event participants throughout all DLA Distribution locations.
    • Utilizing analytical tools such as Linear Regression, Statistical Process Control (SPC), Normality Test, Theory of Constraints (ToC), Takt Time, and Statistical Process Control, to develop a sustained focus on CPI.
    • Assisting in the planning and execution of process mapping and Value Stream Analysis (VSA) to create a ValueStream Map (VSM).
    • Identifies and conducts just in time process improvement training to support project execution.
    • Assigning and assisting with various CPI projects across the Distribution MSC enterprise and military service lines.
    • Reporting tangible cost benefits and Returns on Investments (ROI) gained from the implementation of processes andproviding valid measurement between the ROI and DLA Distribution/Military Services.

    Qualification Summary

    To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A.Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Mastery of a wide range of LSS qualitative and/or quantitative methods (e.g. FMEA, SPC, VSM, AffinityDiagrams, Pareto, and Gantt Charts etc.) for the analyses. Mastery of statistics, data collection and reporting, and analytical and evaluative methods includingapplications design and programming methods using a variety of platforms and programming tools (e.g. SPC,Correlation Analysis, Regression Analysis, Data Mining, Pareto, FMEA, VSM and Gantt Charts) in order tomake data driven process analysis, process designs, and process improvements that will solve the projectproblem and meet the project goal. Expert knowledge of a wide range of problem solving, fact-finding, and investigative techniques with skill indeveloping, analyzing, evaluating, and documenting facts. Ability to apply analytical methods and techniques, skills and knowledge of quantitative and qualitativetechniques for analyzing and measuring effectiveness and efficiency of proposed programs/projects Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
