    Major Duties

    • Serves as a senior management analyst and advisor providing authoritative guidance to J6 Programs and Enterprise Support Activities (ESAs) on budget formulation, financial execution, and resource distribution
    • Advises leadership on financial management tools, forecasting techniques, and program prioritization, leveraging analytical and data visualization skills to drive strategic decision-making.
    • Prepares executive financial plans, presentations, and reports for monthly, quarterly, and ad hoc requirements, utilizing dashboards and charting to articulate financial trends and opportunities
    • Reviews, reconciles, and analyzes data across budget/execution systems, designing reporting tools, tracking program costs, and recommending improvements to financial data accuracy.
    • Leads complex budget formulation activities, conducting independent assessments, preparing analytical products, budget estimates, special reports, and supporting documentation.
    • Reviews enterprise resource management issues, monitors high-visibility execution actions, and assists in resolving complex funding requirements across J6 Programs and ESAs.
    • Conducts financial execution reviews ensuring compliance with Financial Management Regulations (FMR), managing taskers and activities supporting J6 Planning, Programming, Budgeting, and Execution (PPBE) functions.
    • Manages multi-year program requirements, tracks Unfunded Requirements (UFRs), and evaluates automated financial systems to enhance financial visibility, functionality, and alignment with J6 goals.

    Qualification Summary

    To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: serving as a senior financial analyst leading multi-year budget formulation and execution across diverse IT appropriations developing executive-level data visualization dashboards to drive strategic decision-making advising organizational leadership on PPBE processes and Financial Management Regulation compliance. B. Education Substitution: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
