Major Duties

• Plans, coordinates, and executes projects and Rapid Improvement Events (RIEs) across DLA Weapons Support Mechanicsburg to include end-to-end stakeholders from across military services, program offices, and major maritime suppliers.
• Employs analytical tools and Continuous Process Improvement (CPI) methodologies to assess Key Performance Indicators (KPIs), review lean projects in collaboration with military agencies and contractors, and recommend program improvements.
• Liaises and collaborates with Subject Matter Experts (SMEs) to develop solutions.
• Reports tangible cost benefit and Return on Investment (ROI) results gained from implementation of processes.
• Utilizes advanced analytical and problem-solving initiatives, and customer product, supplier, and government policy knowledge to conduct supplier evaluations.
• Leads or participates on project teams, and develop approaches to enhance DLA’s relationships with DoD, Military, and Strategic Suppliers and Mission Partners
• Prepares and presents written and oral reports to mid-level and senior Agency/Military Services management officials on customer-centric performance metrics and financial stewardship data.

Qualification Summary

To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Using advanced management and analytical principles, organizational theory, federal budgeting/logistics practices, and organizational strategic goals. Designing and carrying out comprehensive studies of supply chains, wholesale/retail asset management operations, and weapon system support pipelines. Using Lean Six Sigma Continuous Process Improvement principles to improve upon convoluted supply chain processes, isolate sources of operational waste, and engineer robust, standardized workflows. Analyzing data using business intelligence platforms and translating raw data into actionable executive insights. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
